Minister of Regional Development Igor Slyunyayev has held a meeting on the approval of the federal targeted programme South of Russia (2014-2020). The Ministry of Regional Development acts as a public client and a coordinator with respect to this programme. The Ministry has drafted the concept for this programme in accordance with the Presidential Instruction of November 15, 2012 on the need to further socio-economic development of the North Caucasus Federal District after the federal targeted programme South of Russia (2008-2013) is completed.
The goals of the federal targeted programme South of Russia (2014-2020) are as follows: creating new jobs and alleviating tensions on the labour market, reducing interregional differentiation; creating territorial and production clusters for realising the agricultural, environmental, tourist and recreational potential of the North Caucasus Federal District; and developing the Caucasus Mineralnye Vody regional metropolitan area. The programme also targets the development of industrial and agricultural production, utilities infrastructure in rural areas, renovation and construction of facilities providing healthcare, social protection and other services to the population, as well as facilities for general preschool and vocational education.
Funding allocated to the federal targeted programme is expected to total 257.6 billion roubles.
After receiving all the required approvals from the relevant federal executive bodies and constituent entities of the North Caucasus Federal District, the concept of the programme was submitted in June 2013 to the Ministry of Economic Development, which forwarded it to the Government for approval.
During the meeting, heads of the relevant departments reported to the Minister on the preliminary results of the federal targeted programme South of Russia (2008-2013), as well as on projects carried over from 2013 to 2014 and new projects of the federal targeted programme South of Russia (2014-2020).
Concluding the meeting, Igor Slyunyayev issued an instruction to complete the development of the federal targeted programme by July 31. The relevant departments of the Ministry of Regional Development are due to draft an exhaustive list of projects that will be included into the federal targeted programme, determine whether all the necessary design specifications and estimates are in place and outline co-financing terms with respect to such projects.
