The Ministry of Regional Development has drafted a Government resolution On Introducing Changes to Requirements for Determining the Energy-Efficiency Category of Multi-Storey Residential Buildings. The document aims to improve the system for categorising the energy efficiency of multi-storey residential buildings, with due account of the approaches used in European countries.
In addition to heat-energy meters, the draft resolution calls for installing electricity meters, which would register the electricity volumes consumed for the communal needs of multi-storey residential buildings. Moreover, the document stipulates the introduction of basic values for an indicator reflecting energy resource consumption in multi-storey residential buildings. This indicator is used to determine the energy-efficiency category of any specific multi-storey residential building.
The basic values of an indicator reflecting specific annual energy resource consumption in multi-storey residential buildings are listed in diagrams and spreadsheets. The actual specific energy resource consumption by multi-storey residential buildings is compared with these diagrams and spreadsheets. Under the draft resolution, the energy-efficiency category of multi-storey residential buildings is determined based on this data.
Moreover, the draft resolution states expressly that the energy-efficiency category of any specific multi-storey residential building is determined after an energy assessment, which calls for determining the relevant energy-efficiency category and listing it in the energy certificate of a multi-storey residential building.
The energy-efficiency category of any specific multi-storey residential building is defined to monitor the situation and to collect information about the energy-efficiency levels of multi-storey residential buildings and to implement the state energy-saving policy, which also aims to ensure the more cost-effective use of fuel and energy resources in the housing sphere, including the selection of mechanisms to encourage the use of energy-efficient technologies and equipment in the designing, construction and maintenance of multi-storey residential buildings.
