Representatives of the Ministry of Foreign Affairs, the Ministry of the Interior, the Prosecutor General’s Office, the Ministry of Defence, the Ministry of Education and Science, the Federal Service for Supervision of Education and Science, the Ministry of Economic Development, the Ministry of Culture and the Moscow Department of the Civil Registry Office participated in the meeting.
The Ministry of Justice tabled a concept of the draft federal law On Affixing Apostilles to Documents Issued on the Territory of the Russian Federation. The concept has been developed with the aim to improve the regulatory framework with regard to affixing apostilles in Russia.
The roundtable included discussions on procedures and specifics of having Russia’s government agencies and regional bodies affix apostilles, and the scope of their authority in this respect. Participants also reviewed issues of providing the public service of affixing appostilles to official documents for use abroad.
The majority of participants agreed that a single regulatory act should be drafted to set forth basic rules on affixing apostilles in Russia.
The draft of the relevant federal law is expected to fill the existing terminological lacunas, determine a single list of government bodies entitled to provide this public service and the scope of their authority, facilitate improvements of agency-specific regulatory frameworks, determine the general parameters for providing this public service, and improve its quality and availability to Russian citizens.
