Russia’s regions are carrying out compliance monitoring with regard to the accessibility of premises and services for people with disabilities, in line with the requirements set forth in the UN Convention on the Rights of Persons with Disabilities and legal requirements.
The monitoring includes:
· carrying out a comparative analysis of Russia’s laws and regulations in order to check their compliance with the UN Convention on the Rights of Persons with Disabilities;
· developing a comprehensive set of measures to ensure accessibility of premises and services for persons with disabilities in all key living environments;
· determining the modalities of cooperation between regional and local governments with respect to the creation of a barrier-free environment for disabled persons and other social groups with reduced mobility within the framework of regional and agency-specific targeted programmes and one-off events;
· outlining mechanisms to oversee compliance with requirements regarding the accessibility of premises and services for persons with disabilities; ensuring strict compliance on all levels of the executive branch with these requirements when designing buildings and constructions, devising procedures for rendering public services, as well as carrying out construction projects and rendering services.
Involvement in the monitoring efforts by regional offices of national organisations of disabled persons is mandatory.
Regions are due to submit monitoring reports to the Ministry of Labour by July 18.
