The Minister of Transport said that the opening of the airport would make the Belgorod Region much more attractive for investors and would also ensure international standards of comfort and security for its passengers.
During the reconstruction, all vital elements of the airport infrastructure, including the airfield and airport-terminal complexes, air-traffic control, radio-navigation and landing-control facilities, engineering and utility mains and other facilities ensuring the smooth operation of all airport services and systems were upgraded. After reconstruction, the capacity of the airport has increased by 350%, from 100 to 450 passengers per hour. An improved passenger clearance area has also opened at the airport terminal for border control, customs, quarantine control, veterinary checks and phyto-sanitary inspections.

As per the Presidential Executive Order On Making the Federal-Owned Belgorod Aviation Enterprise the Property of the Belgorod Region and a Government Directive, all shares of the Belgorod Aviation Enterprise, as well as federal-owned facilities of the property complex at Belgorod airport, were made the property of the Belgorod Region.
In 2011, Belogorye Air Gate company drafted a project for the reconstruction of the Belgorod city airport involving extending the airport runway to 2,500 metres, reinforcing artificial surfaces, reconstructing the taxiway network and the terminal ramp, replacing airport and weather-station equipment, and installing a system of radio beacons. This has made it possible for all modern medium-haul airplanes, including the Tupolev Tu-204A, the Airbus A-319, the A-320, the A-321 and the Boeing B-737, to land at Belgorod airport.
To implement the construction and reconstruction of airport-complex facilities, the Federal Air Transport Agency (Rosaviatsia) and the Government of the Belgorod Region signed an agreement on allocating other inter-budget transfers from the federal budget to the budget of the Belgorod Region throughout 2012. Under the agreement, the volume of funding for the construction and reconstruction of airport-complex facilities totals 970 million roubles of federal-budget money, as well as 3,946,190,000 roubles from other sources.
