The Standard for the Openness of Federal Executive Agencies was developed to ensure better and more open public oversight of the work of government bodies, as well as transparent procedures for the drafting, adoption and implementation of key decisions. The document promotes more effective and result-oriented measures to improve the system of government administration, as stipulated
by the Presidential executive orders of May 7, 2012 and the Policy Priorities of the
Government of the Russian Federation to 2018.
The Standard sets forth the procedure for disclosing information in the open-data format, a system of ministerial priorities for public oversight, as well as new principles for establishing public councils and supporting their work.
The draft document was discussed by all stakeholders, including federal ministries and departments.
The Standard for the Openness of Federal Executive Agencies is scheduled to be approved by September 1, 2013.
