Work to compile and update a registry of standard design documentation on construction is making progress, Minister of Regional Development Igor Slyunyaev has been told.
Currently, the Ministry is selecting repeat projects for inclusion in the registry. All of them will be preliminarily vetted at meetings of the Technical Regulatory Council for the Selection of Standard Design Documentation.
The Ministry is cooperating successfully with sectoral ministries. Jointly with the Ministry of Healthcare and Social Development, for example, it has set up an inter-departmental task group to coordinate efforts to produce a registry of repeat projects that can be used in the construction of healthcare facilities, in particular perinatal centres. The main criteria for the selection of perinatal centre projects are environmentally-friendly and energy-saving construction materials and hi-tech equipment, and no redundant design solutions.
In order to optimise construction costs for perinatal centres and reduce engineering infrastructure costs, the Ministry is proposing that:
- facilities should be located near to or on the grounds of existing medical institutions;
- site development costs should be kept to a minimum;
- embedded engineering services should be included in construction costs up to the first manhole;
- site accessibility to transport and engineering infrastructure construction should be financed from the regional budget;
- requirements for equipment and facilities of perinatal centres should be updated annually.
To make a closer study of design documentation for the construction of housing, medical, social, household and other facilities, as well as educational centres, which have been given positive marks by state and non-state experts, the Ministry has held a series of meetings with designers and builders.
There is also a large pool of information about children’s preschool institutions built in more than 70 Russian regions. The assumption is that if these projects are included in a general registry with a view to their repeated use the problem of shortages of preschool places will be alleviated.
