On July 1, Minister Mikhail Abyzov signed the minutes of the meeting of the Government Commission on Coordinating the Open Government Activities, which was held on June 19, 2013.
The Commission discussed the procedure for forming public councils at federal executive agencies and issued the following instructions:
- the working group on improving the government agencies’ openness standards, together with the Ministry of Economic Development and the Government Expert Council, are to draft, based on expert proposals, a standard procedure for forming public councils;
- the Civic Chamber is to hold hearings on the draft procedure with members of public councils, and on the website большоеправительство.рф. The results of the hearings are to be taken into account in the process of finalising the draft procedure. The draft must be submitted by October 1, 2013.
On improving the forms and methods of public control in Russia, the Commission issued the following instructions:
- to prepare, based on the Expert Council proposals, a draft concept for improving the forms and methods of public control and a plan for its implementation by November 1, 2013;
- the Ministry of Justice is to present the results of an independent assessment of regulations and draft regulations;
- the Ministry of Economic Development is to present the results of public hearings, posting them on the website regulation.gov.ru.
