In his opening remarks, Sergei Donskoi said that regulatory measures being adopted are intended to reduce the impact of administrative risks on the sector. “The measures being taken will help us preserve the potential we have as well as substantially increase reserves of oil, natural and shale gas, and hydrocarbon raw materials.”
In his report, Deputy Minister of Natural Resources and Environment Denis Khramov provided more information on improving the law on subsoil use. The report mainly focused on draft laws that are currently being developed or discussed by the State Duma.
The meeting’s participants also discussed, among other topics, simplifying state expert reviews of well infrastructure development and reducing the timeframe for environmental expert reviews.
The meeting took place on June 26 in Surgut. It involved representatives of leading oil companies, including Rosneft, Lukoil, Surgutneftegaz, Gazpromneft, Slavneft, Bashneft, and RussNeft, as well as regional offices of the Federal Agency for Mineral Resources and the Federal Service for Supervision of Natural Resources in the Khanty-Mansi Autonomous Area.
