The video conference participants discussed legal regulations on preventing alcohol and drug abuse in families, work places and educational institutions.
According to Interior Minister Vladimir Kolokoltsev, improving the regulatory framework is currently the main goal in the fight against alcoholism and drug addiction in Russia, adding that a certain amount of work has already been done recently to address these issues. In particular, the Concept of Preventing Psychoactive Substance Abuse in Educational Institutions has been adopted, state support for the organisations that engage in preventing drug abuse has been established, and work is underway to create a mechanism for identifying drug users among employees whose work involves carrying guns or driving vehicles.
The meeting participants have also considered the possibility of marking Russian-made vehicles with hidden identification marks and equipping them with factory-installed anti-theft devices.
Car thieves alter the markings of vehicles’ parts making it difficult or impossible to identify a vehicle. Mechanical or electronic anti-theft devices used by car manufacturers are not 100% effective. According to the Minister, it is necessary to introduce additional preventive measures in this area. This problem can be resolved only through joint efforts of the relevant federal executive bodies, Vladimir Kolokoltsev said.
