Addressing the panel discussion at the 17th St Petersburg International Economic Forum, Minister of Civil Defence, Emergencies and Disaster Relief Vladimir Puchkov said that a federal law on insurance for potentially dangerous activity was adopted three years ago. To date, over 300,000 enterprises have been insured and are implementing all measures on preventing emergencies and reducing risks.
According to Vladimir Puchkov, a new technosphere security paradigm is being built step by step, where businesses are adequately assessing the existing risks and insurance companies are helping to assess risks professionally.
Vladimir Puchkov said that the Ministry is also actively introducing a system of independent risk assessment of all enterprises as well as declaration and licensing systems.
He recalled that the Ministry of Civil Defence, Emergencies and Disaster Relief is reducing the number of licensed types of activity – currently only two types remain, while several years ago, there were 80 licensed types of activity. The Ministry delegates the work on risk assessment and emergency prevention to enterprises and insurance companies, he said.
