During his working visit Minister Mikhail Abyzov met with members of the youth government of the Irkutsk Region, young entrepreneurs, scientists, heads of non-profit organisations and participants of staff training projects.
The meeting focused on creating an attractive environment for young specialists in the Baikal region. According to the Minister, the Irkutsk Region is crucial for the development of the Far East and Baikal regions. “For the region, Baikal is the main point of social and cultural development as well as economic growth, while the city of Irkutsk should become a centre to attract young people from other parts of Russia. We need to strengthen and promote the academic traditions of the region’s scientific school. That should the focus of efforts to develop the Angara River area,” – the Minister said.
Mr. Abyzov also mentioned plans to launch a number of interactive youth expert platforms in various Russian regions, which will potentially help to form regional expert communities.
Answering the questions of young entrepreneurs, the Minister said that the Government plans to reduce the registration period for businesses to one day by 2018 and cut red tape by basing the procedure solely on online services and the one-stop-shop principle.
During the meeting, Mr.Abyzov also said that the experts of the Open Government will soon lay down the framework for public oversight over the implementation of the President’s May executive orders by federal ministries and departments. “The President’s May executive orders have set the tasks for the Government for the period until 2018. One of them is to develop an infrastructure conducive for conducting business in the Siberian and Far East regions. In accordance with the goals set, five-year plans are now being developed for each ministry with an outline of the activities for each year. The task of the Open Government is to ensure public discussion and expert support with regard to the aforementioned plans. It is important that society be the primary judge of whether the set goals have been reached and the tasks completed, as well as how well the work has been carried out,” the Minister stressed.
