On July 1, 2013, natural monopolies will conduct a scheduled increase in their prices. Simultaneously, the amendments introduced to the Rules for Providing Utilities to Landlords and Residents of Blocks of Flats and Homes, and the Rules for Establishing and Determining Utilities Consumption Standards (Government Resolution on Introducing Amendments to Some Acts of the Government of the Russian Federation on Issues of Providing Utilities No. 344 of April 16, 2013) will enter into effect.
In particular, the following statutes will come into effect:
- payment for consuming utilities for a block of flats is charged in an amount that does not exceed the established consumption standard for the block of flats (with the management company covering the gap);
- a unified calculation regarding cold and hot water supply for the block of flats is conducted;
- the obligation to cover a water disposal utility for the block of flats is excluded.
The utilities tariffs are expected to increase on average up to 12% in the second half-year in Russia. This corresponds to a 6% yearly growth or a threshold level established by the President of the Russian Federation.
To exercise control over the tasks set by the President, the Ministry of Regional Development and the Federal Agency for Construction and Utilities will monitor utilities payments to prevent possible errors in calculation on the part of regional executive bodies and local governments.
The Ministry has filed recommendations to regions to intensify information work and control over the growth of the total payments.
