The Ministry of Regional Development has allocated Russian regions subsidies from the federal budget aimed at co-financing spending commitments with regard to supporting the economic and social development of indigenous ethnic minorities in the North, Siberia and the Far East. The first amount transferred in line with the approved financing schedule comes to 119.1 million roubles.
These funds have been transferred to 22 constituent entities, which signed agreements with the Ministry of Regional Development on receiving subsidies from the federal budget in 2013. These are the Republic of Altai, the Komi Republic, the Republic of Buryatia, the Republic of Karelia, the Republic of Tuva, the Republic of Sakha (Yakutia), the Amur, Vologda, Kemerovo, Tomsk, Sakhalin, Sverdlovsk, Tyumen, Magadan, Murmansk and Irkutsk Regions, the Altai, Krasnoyarsk and Trans-Baikal Territories, Chukotka, Yamal-Nenets and Khanty-Mansi Autonomous Areas.
The subsidies will go towards the construction of new schools and social and utilities infrastructure in territories where indigenous minorities live and work. The funds will also support ethnocultural initiatives aimed at preserving indigenous culture and developing traditional economic activities.
For these purposes, 240 million roubles were allotted from the 2013 federal budget.
The subsidies are distributed in line with Government Directive No 296-r of March 6, 2013.
Two constituent entities, the Republic of Khakassia and the Khabarovsk Territory, are finalising agreements with the Ministry of Regional Development, and will receive funding once the documents have been signed.
