The Ministry of Regional Development has completed a project to monitor the allocation of federal budget subsidies to the regions in the first quarter of 2013. The ministry has been monitoring the allocation of all inter-budgetary subsidies and all federal executive agencies that allocate inter-budgetary subsidies since 2011.
The overall federal budget allocations for inter-budgetary subsidies in 2013 total 386.3 billion roubles, or 2.9% of the federal budget expenditures. The largest subsidies to the regions are provided via the Ministry of Agriculture (31.7%), the Ministry of Education and Science (15.4%) and the Ministry of Regional Development (12.2%).
In the first quarter of 2013, the Ministry of Regional Development financed 11.4% of the target figure for the subsidies this year, the fifth largest amount among federal executive agencies. The figure was 61.5% for the Federal Service for Labour and Employment, 59% for the Ministry of Labour, 25.2% for the Ministry of Agriculture, and 19.2% for the Ministry of Telecommunications and Mass Media.
As of April 1, 2013, the total volume of non-capital subsidies financed by the federal executive agencies amounted to 46.1 billion roubles (16.4% of the yearend target) and the total volume of capital subsidies financed by the federal executive agencies amounted to 4.98 billion roubles (4.7%).
The monitoring results are used for planning budgetary allocations, for considering the expediency of providing subsidies in the next budgetary cycle, for drafting recommendations to improve the quality of managing budgetary funds in the regions, for analysing compliance with the agreements signed with the regions, as well as for assessing the efficiency and the effectiveness of subsidies.
A quarterly report on the monitoring results has been submitted by the Ministry to the Government.
