Pursuant to Presidential Executive Order No. 600 of May 7, 2012, On Measures to Provide Russian Citizens with Affordable and Comfortable Housing and to Improve the Quality of Housing and Municipal Utilities Services, the Ministry of Regional Development is monitoring the implementation of an action plan to improve the housing conditions of families with three or more children, which was approved by Government Resolution No. 1119-r of June 29, 2012.
Currently, over 1.1 million families with three or more children live in Russia. Of this number, 157,100 families with many children have been placed on the waiting list for new housing. And 281,200 families would like to obtain land plots.
In 2012, land plots were allocated to 54,500 families with many children. In all, 6,000 land plots were allocated in the first quarter of 2013. Depending on the regulatory framework of Russian regions, the area of land plots being allocated to families with many children amounts to 0.1-0.15 hectares.
In all, 44 projects to build condominiums in 30 regions have currently reached different stages of implementation. Families with many children and young families should account for at least 20% of condominium members.
The Ministry of Regional Development and the Federal Agency for Construction, Housing and Utilities (Gosstroy) continue to improve various mechanisms for allocating land plots to families with many children.
