The Ministry of Regional Development, in cooperation with the Board of the Housing and Utilities Reform Fund, has finalised and submitted to the Government the draft federal law On Introducing Amendments to the Federal Law On the Housing and Utilities Reform Fund.
The amendments were drafted in accordance with the presidential instructions issued at a meeting on April 16, 2013 in Elista on relocating tenants from rundown housing, and after a State Council meeting On Measures to Improve the Quality of Housing and Municipal Utilities Services.
The document sets out the following measures:
· Extending the term of the state corporation Housing and Utilities Reform Fund until January 1, 2018;
· Changing the terms for the provision of financial assistance from the Fund to the regions, taking into account the fulfilment of their obligations to relocate tenants from rundown housing, recognised as such as of January 1, 2012, up to September 1, 2017;
· Contributing the property assets of the Russian Federation, in the amount of 10 billion roubles, to the Fund in 2016 and 2017;
· Requiring the Russian regions to annually finance specific stages of regional targeted programmes for the relocation of tenants from rundown housing on a shareholding basis from consolidated budgets of Russian regions and/or from extra budgetary sources;
· Changing the procedure for annually increasing the limits for financial assistance from the Fund to relocate tenants from rundown housing, taking into account the specification of the total area of rundown housing whose tenants are to be relocated.
