The meeting focused on the implementation of the President’s executive order on measures to provide citizens with affordable housing and increase the quality of housing and utility services, the development of the housing and utility sector and making utility services affordable.
During his speech, Minister of Regional Development Igor Slyunyayev said that in terms of the development of the construction industry, the mortgage market and investment activity, the regions in the Central Federal District are ahead of most other regions. In 2012, the district had 28% of all housing construction and 22% of all mortgage loans in the country.
The housing construction objectives set by the Ministry of Regional Development for 2012 were reached in 9 out of the 18 regions in the Central Federal District: the Belgorod Region (108.6%), Bryansk Region (100.5%), Voronezh Region (115.2%), Kaluga Region (112.9%), Kostroma Region (103.2%), Orel Region (102.7%), Ryazan Region (103.3%), Tambov Region (109.2%) and Yaroslavl Region (100.3%). However, many other regions are falling behind significantly.
Deputy Minister of Regional Development Vladimir Dedyukhin also delivered a report. He said that in the Central Federal District, the Belgorod Region is now the leader in terms of construction of new housing per capita: in 2012, 1.2 million square metres of housing was built, for a population of 1.5 million. Residents of the Voronezh Region are actively taking out mortgages: over 11,000 mortgages were issued in 2012 and the first quarter of 2013.
The regional heads made proposals on measures to increase the volume of housing construction.
