In furtherance of the President’s Executive Order No 600 of May 7, 2012, On Measures to Provide Russian Citizens With Accessible and Comfortable Housing and Improve the Quality of Utilities, Minister of Regional Development Igor Slunyayev has signed an order creating an interdepartmental working group on improving mechanisms for relocating citizens from dilapidated housing.
The interdepartmental working group, headed by the Minister of Regional Development, will develop and test a workflow that fosters efficient interaction between all agents participating in the relocation of citizens from hazardous and dilapidated housing. The group will determine the main principles of private-public and municipal partnership in the implementation of federal, regional and municipal relocation programmes, core participants in such partnership arrangements, as well as their main functions and mutual rights and responsibilities. The group will also develop a standard process to involve landlords of dilapidated housing in decision-making and relocation. The process will spell out the appropriate sequence of actions of participants of private-public and municipal partnership.
Pursuant to the minister’s order, the working group will develop within a two-month period a roadmap on improving the mechanisms for relocating citizens from dilapidated housing.
