The document was developed by
the Ministry of Education and Science following the Russian Government
instruction.
The federal law On the Legal Status of Foreign Citizens in the Russian Federation offers an option to employ foreigners based on work contracts and work permits. Some organisations will not need to see work permits in the event that they invite a foreigner for research or teaching.
Government Resolution No. 93 of 6 February 2012 includes a list of research and innovation organisations that possess the right to invite foreigners for research or teaching without a permit for attracting and employing foreign personnel.
The signed resolution extends this list to legal bodies participating in the creation and operation of the Skolkovo Innovation Centre. Currently about 1,500 organisations participate in this project.
This decision will
help implement the Skolkovo project’s objectives.
