In accordance with the schedule for issuing state housing certificates in 2013, 10,516 housing certificates to the total value of 21 billion roubles will be given to the following population groups:
- military personnel and police officers scheduled for discharge;
- individuals exposed to radiation as a result of the Chernobyl disaster and the incident at the Mayak plutonium production facility;
- people obliged to move to a different area in Russia;
- people who move from the Far North and similar territories;
- people scheduled to leave the Baikonur Complex;
The state housing certificates are issued by the federal executive agencies and the executive authorities of the Russian regions.
As part of the Housing federal targeted programme, which stipulates housing provision for certain groups of population in 2011-2015, the federal government allocated funds in 2013 to finance social benefits for young scientists so as to help them purchase housing.
These funds, to the amount of 276.86 million roubles, have been distributed among the Russian Academy of Sciences (RAS), the Siberian, Ural, and Far Eastern branches of RAS, and the Russian Academy of Medical Sciences. These funds will be used to improve young scientists’ living conditions.
