Under the Open Government programme, Minister of Energy Alexander Novak has unveiled a public declaration of the Ministry of Energy’s targets and goals for 2013, covering five areas.
The first area includes simplifying for consumers the procedure of connecting to power grids. Mr Novak noted that a special roadmap has been adopted to this end.
The second target includes developing a new retail and wholesale power market development model.
The third task covers developing a new heating supply market. According to Mr Novak, the Ministry plans to develop a relevant legal framework and a model that will make it possible to implement a unified territorial heating supply company operation scheme, as well as mechanisms for forming rates based on the alternative boiler house principle. “These are the new methods that will make it possible to considerably improve the heating supply situation and to provide for investments to the sector,” Mr Novak said.
The fourth area includes tasks on developing and implementing the programme on the power supply for the Sochi electricity District. “This year, we are completing the construction of facilities according to the Sochi power supply scheme and we are preparing the mechanism for reliable operation,” he said.
The fifth task covers the social aspect. The Government, supported by the Ministry of Energy, will organise the relocation of about 2,000 families from regions where mines are being closed down and from the Extreme North before the end of 2013.
Mr Novak stressed that the areas of the Ministry’s activity in 2013 are not restricted to the tasks included in the declaration. The Ministry will publish data on the implementation of its targets in open sources.
