The Minister of Communications and Mass Media, Nikolai Nikiforov, met with the Acting President of the Republic of Dagestan, Ramazan Abdulatipov, to discuss issues related to introducing online government services into the activities of state agencies.
Mr Nikiforov talked about the advantages of using online forms and documents. According to the Minister, modern information technology (IT) has made it possible to reduce the turn-around time for requests and applications; and the distribution of official documents and instructions has become more transparent and straight forward for every administrator, from low level officials to the heads of structural subdivisions.
“This system not only makes our work clear for people but also helps us to fully coordinate the activity. There is no need to be afraid of this system. It’s necessary to introduce it and improve the quality of responses to individual petitions,” Mr Mikiforov said.
During the meeting, the participants touched on various other issues. For example, they discussed internet service rates as well as the quality and cost of mobile communications. Mr Nikiforov also said that there had been several changes in key personnel of Pochta Rossii aimed at improving the work of this organisation.
The meeting participants also discussed introducing digital TV in the Republic of Dagestan. Currently, there are about 100 digital signal transmission facilities in the republic.
After the meeting, Mr Nikiforov visited the technology park at Makhachkala where he reviewed innovative technical design and development. He saw a system that provides in-flight mobile communication for airplanes; this system was developed in Dagestan. The minister also reviewed Rohde and Schwarz transmitters assembled at the Dagestani technology park for digital TV in the North Caucasus Federal District.
