Resolution will prevent the worsening of the pension provision that insured persons expected to receive before the introduction of the new pension legislation.
The draft resolution, On the Lists of Services, Industries, Professions, Positions, Occupations and Institutions (Organisations) that are Eligible for Early Old-Age Non-Contributory Pension, and the Rules for Calculating the Periods of Employment (Activities) that Entitle Workers to Early Old-Age Non-Contributory Pension, has been submitted by the Ministry of Labour, pursuant to a Government directive.
In accordance with the Federal Law On Non-Contributory Pensions (hereinafter referred to as the Federal Law), a non-contributory old-age pension shall be available prior to the generally established age (55 for women and 60 for men) if an individual pension ratio is no less than 30 for persons with seniority at certain kinds of employment (activities) identified in this article.
The resolution approves the lists of services, industries, professions, positions, occupations and institutions (organisations) that apply to early old-age non-contributory pension. In individual cases, the rules for calculating the periods of employment (activities) that entitle a person to early old-age benefits shall be specified. This makes it possible to include in the insured period, for purposes of eligibility for early old-age non-contributory pension, periods of employment and/or other activities that took place before this federal law entered into effect.
The resolution shall enter into effect on the same date as the Federal Law from 1 January 2015.
