The Ministry of Regional Development has drafted a Government resolution On Amending the List of Individual Indicators for Assessing the Performance of Executive Bodies in the Regions of the Russian Federation.
The document proposes adding more indicators for assessing the performance of the executive bodies which are related to the stability of inter-ethnic and inter-faith relations including:
The proportion of Russian citizens who consider themselves Russians or belonging to the Russian nation;
The level of tolerance towards members of a different ethnicity or a different religion;
The proportion of citizens who positively assess the state of inter-ethnic relations.
The values of the indicators will be determined from opinion polls conducted in the regions.
The use of these indicators is expected to encourage the regions of the Russian Federation to adopt more pro-active measures aimed at the harmonisation of these relations. Accordingly, the measures taken will help to achieve the target guidelines of the State Programme Regional Policy and Federal Relations to 2020, namely: the proportion of people who consider themselves Russians is to increase to 74%, and the level of tolerance for inter-ethnic relations to 85%.
