Resolution addresses the need for technical resources and methods for GMO testing by authorised expert organisations.
The Ministry of Education and Science has submitted the draft resolution pursuant to Prime Minister Dmitry Medvedev’s 22 April 2014 report to the State Duma on the Government’s performance in 2013, as well as the Government’s instructions to postpone by three years enactment of Resolution No. 839 of 23 September 2013, which introduces state registration for genetically modified organisms (GMO) that are to be released into the environment and products that use or contain GMOs.
State registration requires comprehensive expert testing, and it will take significant time to develop testing methods that draw upon domestic research and international practice, as well as to provide expert organisations with additional laboratory equipment. As such, the draft resolution would push back the date on which Resolution No. 839 takes effect from 1 July 2014 to 1 July 2017.
The draft resolution seeks to create a methodological and technical foundation for GMO testing by authorised expert organisations.
