The draft law was presented by Grigory Elkin, Head of the Federal Agency for Technical Regulation and Metrology. He specified that the bill was developed by a working group consisting of representatives from the Ministry of Industry and Trade and the agency as well as members of the Committee on Technical Regulation of the Russian Union of Industrialists and Entrepreneurs. One of the distinctive features of the draft law that makes it stand out from the previous versions, according to Elkin, is compliance of the terms used in it with the terminology of international standartisation agencies.
The draft law was developed as part of an inter-agency action plan to improve the standartisation system in Russia through 2020 and as a general measure required to establish and carry out a government standartisation policy. It is also a response to the specifics of adaptation of international standards in Russia.
The draft federal law on standartisation was discussed by the public and experts and has now been forwarded for approval to the federal executive bodies.
