The agreement envisages, among other things, the installation of GLONASS differential correction and monitoring stations in the Republic of Nicaragua.
The purpose of the agreement between the governments of the Russian Federation and the Republic of Nicaragua on cooperation in the exploration and peaceful use of space (hereinafter referred to as “the Agreement”) is to create the legal framework for facilitating mutually beneficial cooperation between Russia and Nicaragua in exploration and use of outer space for peaceful purposes..
This framework agreement sets out the principles, standards and conditions for promoting bilateral relations in the space industry regarding the allocation and protection of intellectual property rights, responsibility, export controls, property and technology protection, customs clearance and a number of other items.
In accordance with Article 15, Clause 1A of the Federal Law On International Treaties of the Russian Federation, the Agreement is subject to ratification since it contains provisions other than those established by Russian law regarding the handling of protected goods and technologies, ensuring that protected goods and technologies are immune to any seizures or enforcement proceedings, as well as guaranteeing the restitution of the protected goods and technologies from the territory of the importing state in the event that the export licenses are cancelled.
The Agreement meets the interests of the Russian Federation with respect to, among other things, the need to install GLONASS differential correction and monitoring stations in the Republic of Nicaragua.
The implementation of the Agreement shall not require any additional spending from the federal budget. Costs related to creating protected zones for working with protected devices and technology shall be borne by the organisations involved in cooperation efforts under specific programmes and projects.
The Russian Government reviewed and approved the draft law at the meeting of 8 May 2014.
