The Agreement will promote mutually beneficial Russian-Vietnamese cooperation, including in such promising areas as satellite navigation (installation of differential correction and monitoring stations of the GLONASS system), space telecommunication technologies, remote sensing of the Earth’s surface, space medicine, biology and a number of other areas.
The Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on Cooperation in Civilian Space Exploration Programmes, hereinafter referred to as the Agreement, will provide an organisational legal framework for mutually beneficial Russian-Vietnamese cooperation in the area of civilian space programmes.
The framework agreement sets forth essential principles, standards and terms for the development of bilateral relations in the area of space activity, including the protection of intellectual property; the regulation of information protection and exchange; the certification of the end use of various products and sales and purchases on the territory of each partner country, with regard to protected products and technologies, covered by export control procedures.
This agreement is subject to ratification in line with Sub-Clause A of Clause 1 of Article 15 of the Federal Law On International Treaties of the Russian Federation because it contains regulations other than those stipulated by Russian legislation, as regards the procedure for handling a specified category of products, ensuring the immunity of protected items and technologies from any exceptions and executive procedures on the territory of the importer, as well as applying the principles of the mutual refusal of the concerned parties and participants in joint activity to voice mutual claims on their liability and on reimbursing each other during joint operations.
The implementation of the agreement will make it possible to invigorate the production activities of companies and enterprises affiliated with the Russian aerospace industry by providing them with additional contracts.
The agreement meets the interests of the Russian Federation and is called on to give an impetus to mutually beneficial Russian-Vietnamese cooperation, including in such promising areas as satellite navigation (installation of differential correction and monitoring stations of the GLONASS system), space telecommunications technologies, remote sensing of the Earth’s surface, space medicine, biology and a number of other areas.
The concerned parties shall finance joint activity under their respective national legislations. And specific financial obligations, with regard to various types of joint activity, shall be stipulated through additional agreements between the parties to joint activity, and they shall constitute the sphere of their responsibility. If necessary, the concerned parties will be able to sign agreements on specific programmes and projects.
Financial-economic terms for implementing the agreement will ensure the development of the science-technological and production potential of Russian organisations.
On 8 May 2014, the draft law was reviewed and approved at a Government meeting.
