Resolution is aimed at improving bicycle traffic, reducing the traffic on automobile roads as well as increasing cyclist and pedestrian safety.
The draft resolution On Introducing Amendments to the Traffic Rules in the Russian Federation has been drafted by the Russian Ministry of Transport.
The Resolution specifies the terms “bicycle”, “moped”, “mechanical transport vehicle” and “pavement”, and adjusts the responsibilities of the pedestrians.
In addition, new terms are introduced: “bicycle path”, “pedestrian and bicycle path”, “pedestrian path” and “pedestrian area”.
Due to the introduction of the new terms, drivers are required, when passing crossroads and making a right of left turn, to yield to cyclists on the bicycle path crossing their way.
The Resolution alters the definition of Road Sign 1.24 “Crossing with a Bicycle Path” and adjusts the definition of Road Sign 3.20 “No Overtaking”, allowing within the area affected by the sign for overtaking not only mopeds and two-wheeled motorcycles without a sidecar but also cyclists.
New signs are being introduced for marking cycling and pedestrian paths with combined and separate traffic, the end of the paths, and also signs marking roads with bicycle traffic running along a specially designated lane in the opposite direction to the general vehicle traffic so as to ensure that bicycles can move either way on one-way roads.
The Resolution also requires that moped drivers present their driver’s licence to traffic police of the Russian Interior Ministry in accordance with the decision regarding the necessity for carrying such documents (Federal Law of the Russian Federation No. 92-FZ of 7 May 2013).
The proposed amendments to the Traffic Rules in the Russian Federation will enhance the efficiency of road and pavement use, reduce the number of disputes on the roads and increase the safety of the least protected participants. The changes will also promote rational traffic behaviour from an early age and will make cities more comfortable for living.
