The new version of the roadmap includes measures to facilitate and accelerate customs export procedures, procedures for export and currency control, VAT refunds on exports, and the development of the infrastructure to promote exports.
This draft directive on introducing amendments to the roadmap On Support of Access to Foreign Markets and Support of Exports, approved by Russian Government Directive No. 1128-p of 29 June 2012, was submitted by the Russian Ministry of Economic Development. The document was drafted in accordance with paragraph 13 of Directive No. 1613-p of 6 September 2012; paragraph 16(b) of the Action Plan to Boost the Growth of the Russian Economy, and in fulfilment of Russian Government Instruction No. DM-P13-9589 of 31 December 2013 (paragraph 53) as well as Presidential Instruction No. Pr-3086 of 27 December 2013 (paragraph 9).
The new version of the roadmap includes measures aimed at facilitating and streamlining customs procedures for exports, exports and currency control procedures, and VAT refunds on exports. It will also increase the availability of current financial products for exporters and will encourage new products from the Russian Agency for Insuring Export Credit and Investment. In addition, it will promote the development of an export infrastructure in the form of a network of trade representative offices abroad and regional export promotional centres.
In addition, the roadmap is complimented by a number of additional paragraphs containing independent measures. The expected result of all measures is specified in order that their efficiency can be evaluated. The wording and the terms have been modified.
The roadmap is to ensure the successful promotion of Russian non-oil exports which will contribute to the diversification of Russian exports and will amplify its contribution to the modernization of the Russian economy.
The roadmap should result in an increased number of market competitive exporters, including small and medium-sized enterprises that will have a positive impact on the competitiveness and business climate in Russia.
The roadmap will result in an institutional environment that will stimulate exports and provide competitive conditions for Russian companies on the world market.
The document was considered and approved at the meeting of the Russian Government on 20 February 2014.
