The approved measures aim to encourage the introduction of road construction standards, the use of polymer-bitumen binders and to extend the service life of motorways.
According to preliminary Ministry of Energy estimates, the annual production volumes of light crude hydrocarbons, including naphtha, liquefied hydrocarbon gas and ethane being used in the petrochemical industry, could reach 60.1 million tonnes (an 80% increase on 2013). Consequently, the successful construction of commercial pyrolysis production facilities and those for manufacturing higher quality products will increase raw material consumption volumes for manufacturing petrochemicals to 37 million tonnes by 2030 (61% of produced raw materials).
Since 2011, efforts for the stage-by-stage introduction of standards stipulating the use of polymer-bitumen binders in road construction paving materials, which will extend the service life of motorways, have been made. This will promote the cost-effective use of petrochemical products in Russia.
Industry-based programmes for the introduction of composite materials, structures and related products in the relevant economic sectors in the industry, including the fuel and energy sector, the construction industry and the transport sector, have been drafted and approved.
The specific measures that have been approved by this directive aim to create additional incentives to promote domestic demand for petrochemical products, including through changes in the relevant standards regarding the consumption and use of these products in line with technical regulations, construction standards and regulations.
