The Commission includes representatives of national trade union associations, national employers' unions and the Russian Government as three parties to the Commission. 

The Commission has the following responsibilities:

• to hold negotiations and to draft a general agreement between national trade union associations, national employers' unions and the Russian Government;

• to promote agreement-based regulation of social and labour relations at the federal level;

• to hold consultations on drafting federal laws and other state normative acts in the sphere of its competence, federal programmes involving labour issues, employment, workforce migration, social security;

• to handle other issues pertaining to social and labour relations.
