On establishing a comprehensive early-warning system to notify the public about the threat of emergency situations and their onset

The Government has reported on work to fulfill Presidential Executive Order No. 1522 of 13 November 2012, On Establishing a Comprehensive Early-Warning System to Notify the Public about the Threat of Emergency Situations and Their Onset, hereinafter referred to as the Executive Order. In particular, the Government reports that a comprehensive early-warning system to notify the public about the threat of emergency situations and their onset, hereinafter referred to as the comprehensive early-warning system, has been established in Russian regions that are susceptible to rapidly developing dangerous natural phenomena and industrial processes directly threatening the life and health of people, and that this system has started operating.

The comprehensive early-warning system makes it possible to promptly inform the concerned administrative agencies, the authorities and the public about the threat of emergency situations and their onset, rules of conduct and individual protection methods.

The Ministry of Civil Defence, Emergencies and Disaster Relief coordinates specific measures linked with the establishment of the comprehensive early-warning system and work to ensure its operation.

Early-warning zones, which have been selected in every Russian region, include territories that are susceptible to rapidly developing dangerous natural calamities and industrial processes directly threatening the life and health of people.

Modern hardware and software  early-warning systems, which monitor dangerous natural disasters and industrial processes, and which ensure the provision of automatic and automated data and signals, have been installed in these zones.

Efforts are being made to ensure the legal regulation of issues regarding the operation of the comprehensive early-warning system, with due consideration for the experience of large-scale disaster relief and cleanup operations following the 2012 floods in the Krasnodar Territory and the 2013 floods in some regions of the Russian Far East.

The Federal Law, On Introducing Changes to Specific Legislative Acts of the Russian Federation Regarding the Notification of and Provision of Information to the Public, has been approved. The document stipulates a number of definitions in this area of activity and expands the powers of regional state agencies regarding the creation of the early-warning system, ensuring its operation and permanent readiness, and its development. A draft Government resolution on introducing the required changes to the Regulations on the Joint State Early-Warning and Disaster Relief System is being finalised.

Work to improve the operation of the comprehensive early-warning system, especially the use of cutting-edge information technology and technical systems, as well as the use of other available early-warning systems by the comprehensive early-warning system, will continue in the context of implementing measures of the State Programme Protecting People and Land against Emergencies, Ensuring Fire and Water Safety.
