Directives to officials representing Russia’s interests at public liability companies with state capital, whose procurement programmes fall under the Federal Law On the Purchases of Products, Works and Services by Specific Types of Legal Entities

Government Directive No 867-r of 29 May 2013 approves the roadmap Expanded Access of Small and Medium-Sized Businesses to the Procurement Programmes of Infrastructure Monopolies and Companies with State Capital, hereinafter referred to as the Roadmap.

This directive aims to eliminate administrative, financial and information barriers for small and medium-sized businesses and to considerably increase their access to the procurement programmes of infrastructure monopolies and companies with state capital. This will make it easier for the business community to take part in procurement programmes, and will ensure simpler, more transparent and more effective procurement programmes.

In execution of Clauses 7, 10, 12 and 17-20 of the Roadmap, the directives stipulate the implementation of specific measures by legal entities in order to:

·        increase the share of purchases from small and medium-sized businesses;

·        eliminate administrative, financial and information barriers for small and medium-sized businesses during the purchase and delivery of goods and during the execution of works and the provision of services for customers;

·        increase the share of purchases of innovative products, as well as research and development, technological and production projects, from small and medium-sized businesses in the total annual volume of purchases.
