Decisions resulting from the meeting of the Government Commission on the Socioeconomic Development of the Russian Far East

Dmitry Medvedev convened the commission in Komsomolsk-on-Amur on 24 October 2013. The following are the decisions resulting from that meeting (Resolution No. 1 of 24 October 2013):

1. To approve the proposals put forth by the Ministry for the Development of the Russian Far East (Alexander Galushka) to create a new model and new socioeconomic development institutions based on the export of finished products (works, services) produced in the Far Eastern Federal District to the Asia-Pacific countries, to promote a competitive investment climate, to attract direct investment (including foreign), to boost business activity, to promote small and medium-sized businesses and to create competitive priority development areas, including special economic zones and industry, technology and agribusiness parks.

2. The Ministry for the Development of the Russian Far East (Alexander Galushka), in cooperation with the concerned federal executive agencies to adjust the system of managing the socioeconomic development of the Far East to the task of accelerated development of Russia’s eastern areas and to eliminate overlapping functions of federal executive agencies pertaining to the socioeconomic development of the Far Eastern Federal District, will submit to the Government its proposals on more clearly defining the tasks and authority of the federal executive agencies, so that the Ministry for the Development of the Russian Far East will be assigned the following tasks and authority in the Far Eastern Federal District:

- to coordinate the selection and implementation of investment projects;

- to act as the chief administrator of budgetary subsidies for the development of the social and utility infrastructure of Russian regions and municipalities;

- to monitor and to assess the effectiveness of the federal executive agencies’ local bodies with due regard for their effect on the socioeconomic development of the regions incorporated in the Far Eastern Federal District;

- to coordinate the investment programmes and other infrastructure development plans of state corporations, state companies and other organisations partially owned by the state;

- to coordinate strategic and territorial planning, excluding methodological support for drafting the strategies and integrated projects of the socioeconomic development of the Far Eastern Federal District;

- to prepare proposals to create and manage special economic zones;

- to create and manage industry, technology and agribusiness parks;

- to contribute to the creation of regional development zones;

- to attract investment, to support exports, to develop small and medium-sized businesses, to create a favourable investment image for the macroregion, to support the implementation of investment projects, notably by using the internet information and telecommunication network to publish information about investment projects and transport, energy, social, engineering, utility and telecommunication infrastructure in the macroregion, and to manage and develop human and labour resources.

3. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Regional Development (Igor Slyunyayev), in cooperation with the concerned federal executive agencies, will prepare and submit to the Government, in accordance with the established procedure, the draft laws of the Russian Federation and the legislative acts of the Government that are designed to ensure the international competitiveness of special economic zones and industry, technology and agribusiness parks in the Far Eastern Federal District and hence the ability to attract direct investment.

Deadline – 1 February 2014.

4. The Ministry of Energy (Alexander Novak), the Federal Tariff Service (Sergei Novikov), the Federal Service for Supervision of Environment, Technology and Nuclear Management (Alexei Ferapontov) and the Ministry for the Development of the Russian Far East (Alexander Galushka) will organise an independent audit of energy supplies in the Far Eastern Federal District.

They will report their results to the Government.

Deadline – 1 May 2014.

5. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Federal Agency for Mineral Resources (Valery Pak) and the Ministry for the Development of the Russian Far East (Alexander Galushka) will use a licensing audit to analyse the reasons behind the violations of mineral rights and will submit their proposals on ensuring the implementation of geological exploration and mineral production projects in the Far Eastern Federal District. If necessary, mineral use contracts will be reviewed or terminated and returned for relicensing.

They will report their results to the Government.

Deadline – 1 September 2014.

6. The Ministry of Industry and Trade (Denis Manturov), the Ministry of Natural Resources and Environment (Sergei Donskoi) and the Ministry for the Development of the Russian Far East (Alexander Galushka) will submit proposals to the Government for amending Government Resolution No 419 of 30 June 2007 to add a requirement on the comprehensive (full) processing of timber as an additional condition during the selection of requests for implementing priority investment projects in the forest industry.

Deadline – 1 December 2013.

7. The Ministry of Natural Resources and Environment (Sergei Donskoi), in cooperation with the regional executive agencies of the Far Eastern Federal District, will review the state and quality of local forests and inventory commercial forest resources to improve the objectiveness and accuracy of information about forest resources.

They will report their results to the Government.

Deadline – 1 March 2014.

8. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Ministry of Finance (Anton Siluanov), the Ministry for the Development of the Russian Far East (Alexander Galushka) and the Ministry of Economic Development (Alexei Ulyukayev) will submit proposals to the Government to increase allocations for the geological exploration of the Far Eastern Federal District to at least 40% of the overall annual spending set out within the mineral resources development sub-programme of the federal programme, Natural Resource Use and Restoration.

9. The Ministry of Natural Resources and Environment (Sergei Donskoi), in cooperation with the concerned federal executive agencies, will analyse the Rusgeology proposal to create mechanisms to attract private investment based on project financing principles at the exploration stage.

They will report their results to the Government.

10. To recommend regional executive agencies of the Far Eastern Federal District in cooperation with the Ministry for the Development of the Russian Far East and the concerned federal executive to specify the best potential sites for the priority development of export-oriented areas, including special economic zones and industry, technology and agribusiness parks, and to thoroughly analyse related land, property, urban development and infrastructure issues.

The Ministry for the Development of the Russian Far East (Alexander Galushka) will report the results of this work to the Government.

Deadline – 1 March 2014.

11. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Finance (Anton Siluanov), the Ministry of Regional Development (Igor Slyunyayev), the Ministry of Justice (Alexander Konovalov) and the Institute of Legislation and Comparative Law under the Russian Government will submit their proposals to improve the Russian legislation pertaining to the development of the Far East and the Baikal region.

12. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Regional Development (Igor Slyunyayev), in cooperation with the administration of the Primorye Territory, will prepare, coordinate and submit to the Government their proposals to hold an annual Eastern Economic Forum to attract investment starting in 2014. To consider the expediency of establishing a permanent venue for the forum in Vladivostok.

13. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Finance (Anton Siluanov) will analyse the possibility of creating industry parks at the industrial sites available in the Far Eastern Federal District and will report their findings to the Government.

14. The Ministry of Culture (Vladimir Medinsky), the Ministry for the Development of the Russian Far East (Alexander Galushka) and the Ministry of Finance (Anton Siluanov) will analyse the taxation of tourism and recreation facilities, hotels and other tourist infrastructure in the Far Eastern Federal District and will submit to the Government their proposals on possible tax incentives aimed at boosting the tourist industry in the region.

15. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Regional Development (Igor Slyunyayev) and the Ministry of Finance (Anton Siluanov), in cooperation with the concerned regional executive agencies and organisations, will draft documents on the following issue: Creation of Additional Conditions for Implementing Major Investment Projects in the Russian Far East prior to a meeting to be chaired by the Prime Minister, and they shall submit them to the Government for consideration.

16. Federal executive agencies, in cooperation with the Ministry for the Development of the Russian Far East (Alexander Galushka), will draft proposals on amending state programmes and federal targeted programmes, and they will submit them to the Government for consideration. This will be done to ensure the comprehensive development of the Russian Far East, and it implies efforts to specify the relevant measures and to draft new measures to promote the accelerated development of Russian regions, which are part of the Far Eastern Federal District.

Deadline –15 December 2013.

17. The Ministry for the Development of the Russian Far East (Alexander Galushka), in cooperation with the concerned federal executive agencies, will draft amendments to the state programme of the Russian Federation Socioeconomic Development of the Russian Far East and the Baikal region and the draft federal targeted programme, and it will submit them to the Government for consideration in accordance with the established procedure. Deadline – April 2014.

18. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Finance (Anton Siluanov), the Ministry of Transport (Maxim Sokolov), the Ministry of Regional Development (Igor Slyunyayev) and the Ministry of Energy (Alexander Novak) will draft proposals on implementing the decisions of the State Commission on the Socioeconomic Development of the Russian Far East, the Republic of Buryatia, the Trans-Baikal Territory and the Irkutsk Region, which were adopted at its 2 April 2013 meeting (Protocol No 1, Clause 3), and which extend the deadline of the federal targeted programme Socioeconomic Development of the Russian Far East and the Baikal Region from 2013 to 2018.

19. The Ministry for the Development of the Russian Far East (Alexander Galushka), in cooperation with the Strategic Initiatives Agency, national public associations of entrepreneurs and executive agencies of the regions in the Far Eastern Federal District, will ensure the introduction of work standards for regional executive agencies to create a favourable regional investment climate, and they will also monitor the implementation of the road maps for the National Business Initiative in the Far Eastern Federal District.

They will report the results to the Government on a quarterly basis.

20. The Ministry for the Development of the Russian Far East (Alexander Galushka), the Ministry of Labour and Social Protection (Maxim Topilin) and the Federal Migration Service (Konstantin Romodanovsky), in cooperation with the executive agencies of the regions in the Far Eastern Federal District, will submit proposals on attracting skilled specialists to the Far Eastern Federal District and on improving the migration policy, and they will submit these proposals to the Government for consideration.

21. The Ministry of Agriculture (Nikolai Fyodorov) and the Ministry for the Development of the Russian Far East (Alexander Galushka), in cooperation with the regional executive agencies, will submit proposals on amending the state programme Agricultural Development and Regulation of Agricultural Products, Commodities and Food, 2013-2020 to the Government for consideration. These amendments will stipulate additional co-funding for the relevant measures being implemented in the Far Eastern Federal District, for the purpose of balancing the regional budgets.

22. To advise the executive agencies of the regions in the Far Eastern Federal District to submit proposals on adjusting tax schedules and on streamlining taxation procedures in accordance with an approved model to the Ministry for the Development of the Russian Far East and the Ministry of Finance until 15 December 2013.

The Ministry for the Development of the Russian Far East (Alexander Galushka) and the Ministry of Finance (Anton Siluanov) will analyse the submitted proposals, and they will report to the Government until 1 February 2014.

23. The heads of the federal executive agencies that oversee the socioeconomic development of the Russian Far East, as well as the cleanup operations after the flood in the Republic of Sakha (Yakutia), the Primorye and Khabarovsk territories, the Amur and Magadan regions and the Jewish Autonomous Region, will coordinate onsite operations with regular assignments for the Far Eastern Federal District.
