A list of instructions issued after the meeting “On the State and Problems of the Fuel and Energy Complex in the North Caucasus Federal District”

Dmitry Medvedev has handed down a number of instructions following a meeting "On the State and Problems of the Fuel and Energy Complex in the North Caucasus Federal District," held on 10 December 2012.

1. The Interior Ministry of Russia (V.A. Kolokoltsev)

The Federal Service for Financial Monitoring (Y.A. Chikhanchin)

The Federal Service for Supervision of the Environment, Technology and Nuclear Management (N.G. Kutyin)

The Federal Service for Fiscal and Budgetary Supervision (E.A. Isayev)

The Federal Bailiff Service of Russia (A.O. Parfyonchikov)

The Federal Taxation Service (M.V. Mishustin)

The Federal Service for Supervision of Natural Resources (V.V. Kirillov),

jointly with the Prosecutor General's Office of the Russian Federation, the Investigative Committee of the Russian Federation, the relevant executive agencies of the regions of the Russian Federation in the North Caucasus Federal District and the staff of the Plenipotentiary Representative of the President of the Russian Federation in the North Caucasus Federal District,

are to ensure:

- the holding of checks at public amenities and utilities companies and in the fuel and energy complex in the regions of the North Caucasus Federal District of the Russian Federation in order to reveal violations of the Russian Federation legislation, including deliberate bankruptcy and evasion of the execution of court rulings;

- the conduct of operational and preventive measures directed at revealing and cutting short activities in the North Caucasus Federal District of legal entities and Private individuals that steal energy resources and money received from consumers for supplied energy resources;

- the holding of inspections with regard to safety of oil- and oil-product-pipelines in the North Caucasus Federal District, and inspections at oil refineries and petrol-filling stations with regard to compliance with the Russian Federation legislation, including in the area of licensing, industrial safety and taxation.

Results shall be reported to the Government of the Russian Federation every three months before the 10th of the month following the report quarter. The deadline for the first report is April 10, 2013.

2. The Ministry of Energy of Russia (A.V. Novak)

The Ministry of Regional Development (I.N. Slyunyaev),

jointly with the heads of top executive agencies of the regions of the Russian Federation in the North Caucasus Federal District, the non-profit partnership "Market Council for the Organisation of an Effective System of Wholesale and Retail Trade in Electric Power and Capacity" and other relevant organisations,

are to prepare and submit to the Government of the Russian Federation before March 20, 2013 proposals on how to implement, in the territory of one or several regions of the Russian Federation in the North Caucasus Federal District, a pilot project to create a unified payment system for services of resource suppliers.

3. The Ministry of Energy of Russia (A.V. Novak),

jointly with the relevant federal executive agencies and organizations,

are to study and submit to the Government of the Russian Federation before March 20, 2013 proposals:

- on how to improve Gas Registry Rules, including on intensifying the monitoring of the amounts of gas supplies and actual consumption by individuals and legal entities;

- on amendments to the legislation of the Russian Federation imposing liability of gas suppliers and regions of the Russian Federation for failure to carry out (or improper execution of) commitments regarding the provision of gas supply to populated localities and industrial facilities.

The Federal Antimonopoly Service (I.Y. Artemyev),

jointly with OAO Gazprom,

are to consider the expediency of simplifying the procedure for restricting gas supply to consumers (legal entities and individuals) with gas debts and report the results to the Government of the Russian Federation before February 7, 2013.

5. The Ministry of Economic Development of Russia (A.R. Belousov)

The Ministry of Regional Development of Russia (I.N. Slyunyaev)

The Federal Service for Supervision of Environment, Technology and Nuclear Management (N.G Kutyin)

are to submit to the Government of the Russian Federation before March 20, 2013 proposals on amending legislation with regard to how to improve the procedure for registering ownership rights to abandoned infrastructure facilities in the fuel and energy complex.

The Federal Customs Service (A.Y. Belyaninov)

are to complete, by March 13, 2013, the introduction of changes to the unified Harmonised Commodity Description and Coding System and the Unified Customs Tariff of the Customs Union, bringing the classifications and descriptions of oil products in conformity with the characteristics indicated in the Technical Regulations of the Customs Union "On Requirements for Motor and Aviation Petroleum, Diesel and Ship Fuel, Fuel for Get Engines, and Furnace Oil."
