On decreasing the mortality from tumours.

Presidential Executive Order No. 598 of May 7, 2012 On Improving State Policy in Healthcare (Subclause “a” of Clause 1) set the target of decreasing the mortality from tumours, to 192.8 cases per 100,000 people by 2018.

The Government indicates, in particular, that the State Programme on the Development of Healthcare, approved by Government Directive No. 2511-r of December 24, 2012, provides for a number of measures aimed at improving the system of disease prevention, early detection and treatment.

The regional executive bodies have developed relevant action plans (roadmaps) for healthcare improvement which set out main target figures, such as regional mortality rates.

The Ministry of Healthcare monitors the regional rates of tumour mortality  monthly.

In accordance with Government Directive No. 2540-r of December 27, 2012, the  Government approved the distribution of subsidies totalling 6,438,150,000 roubles from the federal budget in 2013 to 15 regions as co-financing for their activity in cancer treatment development.

In addition, 3.3 billion roubles of undisbursed federal subsidies remaining from 2011 and 2012 have been transferred to 28 regional budgets in 2013 for the same purpose.

The Ministry of   Healthcare and regional executive authorities have organised oncological care focused on early tumour detection and special combination tumour treatment.

Preventive screenings have led to an increase in the primary detection rate of tumours, from 11.8% in 2006 to 15.6% in 2012, including the proportion of tumour patients diagnosed at early stages, which has also grown from 44.7% to 50.5%.
