On declining mortality from circulatory diseases

Presidential Executive Order No. 598 of May 7, 2012 On Improving Government Policies in Healthcare (Subparagraph “a” of Paragraph 1) sets a benchmark to bring the mortality from circulatory diseases down to 649.4 per 100,000 population by 2018.

According to the Government, the Healthcare government programme approved by Government Directive No. 2511-r of December 24, 2012 includes measures to improve preventive medicine, early detection of diseases and provision of healthcare. Executive bodies of the Russian regions have developed appropriate action plans (roadmaps) designed to improve healthcare effectiveness that include basic benchmarks such as mortality indicators in Russian regions.

The Ministry of Healthcare carries out monthly monitoring of mortality from circulatory diseases in Russia.

During 2008-2012, 76 Russian regions participated in measures to improve medical care for patients with vascular diseases. These regions created 83 regional vascular centres and 193 primary vascular offices and fitted them with equipment. In 2013, undisbursed subsidies from the federal budget allocated to Russian regions in 2011 and 2012 in the amount of 3.08 billion roubles were made available to 28 Russian regions to co-finance improvements in medical care for patients with vascular diseases. The volume of high-tech cardiovascular surgery services increased by 10 % in 2013 compared with 2012 and the services were provided to  147,600 patients (planned figure), of which 57,800 were patients at medical organisations of the Russian regions.

According to the Federal Service for State Statistics (Rosstat), the mortality from cardiovascular diseases fell by 2.4% (from 747.1 to 729 per 100,000 population) during the first seven months of 2013 as compared with the same period in 2012. A drop in mortality was observed in 59 Russian regions.
