On the fulfilment of instructions issued by President Vladimir Putin following the meeting of the Presidential Council

Prime Minister Dmitry Medvedev gave orders for List of Instructions No. Pr-332 of February 19, 2013, issued by President Vladimir Putin, to be fulfilled, in particular:

1. Subparagraph (a) of Paragraph 1:

The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Finance (Anton Siluanov) and the Ministry of Justice (Alexander Konovalov) are instructed to draft, jointly with the Prosecutor General's Office of the Russian Federation, and submit to the Government according to standard procedure a federal law on introducing amendments to the federal law On the Basic Principles of Local Government in the Russian Federation and other federal laws aimed at making state monitoring (oversight) of local government bodies more effective and at coordinating the legal regulation of its implementation.

Deadline: June 1, 2013.

2. Subparagraph (b) of Paragraph 1:

3. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Finance (Anton Siluanov) and the Ministry of Education and Science (Dmitry Livanov) are instructed to submit, together with a draft report, to the President of the Russian Federation their proposals:

- on improving the mechanisms (including programmes) for training, retraining and advanced training of individuals holding municipal posts and municipal service posts and personnel of municipal institutions;

- on co-financing with fiscal allocations from the federal budget the fiscal spending of the regions to implement the programmes concerned.

Deadline: March 12, 2013.

3. Subparagraphs (a) and (b) of Paragraph 2: The Ministry of Justice (Alexander Konovalov) is instructed to submit to the Government the appropriate draft reports to the President of the Russian Federation.

Deadline: July 1, 2013.

4. Subparagraphs (a) and (b) of Paragraph 3:

а) Federal executive authorities (as per list)

The heads of federal executive authorities responsible for state monitoring (oversight) are to submit to the Ministry of Regional Development appropriate information (separately under each subparagraph) for the preparation of draft reports to the President of the Russian Federation.

Deadline: July 1, 2013.

b) Ministry of Regional Development (Igor Slyunyayev)

Based on information supplied by the federal executive authorities responsible for state monitoring (oversight), the Ministry is to prepare the appropriate draft reports to the President of the Russian Federation and submit them to the Government (separately under each subparagraph).

Deadline: August 1, 2013.
