On submitting a draft federal law to the State Duma on the Federal Budget for 2014 and the Planning Period of 2015 and 2016, drafted by the Ministry of Finance

The draft law outlines the basic elements of the federal budget for 2014 and the planning period of 2015 and 2016 based on the main parameters of the socioeconomic development forecast for 2014 and the planning period of 2015 and 2016, which have been updated by the Ministry of Economic Development, as follows:

- revenues of 13.5705 trillion roubles in 2014, 14.5649 trillion roubles in 2015 and 15.9057 trillion roubles in 2016;

- expenditures of 13.9601 trillion roubles in 2014, 15.3615 trillion roubles in 2015 and 16.3922 trillion roubles in 2016;

- a budget deficit of 389.6 billion roubles in 2014 (0.5% of GDP), 796.6 billion roubles in 2015 (1% of GDP) and 486.5 billion roubles in 2016 (0.6% of GDP).

The following documents will be submitted together with the draft law:

- budget policy guidelines for 2014 and for the planning period of 2015 and 2016;

- the tax policy guidelines for 2014 and the 2015-2016 planning period;

- assessment of the expected budget execution rate in 2013;

- forecast of the basic budget system parameters, including the consolidated budget for 2014 and the planning period of 2015 and 2016;

- calculations for the articles on the classification of federal budget revenues and the sources for financing the federal budget deficit in 2014 and the 2015-2016 planning period;

- the list of public regulatory obligations to be financed from the federal budget and related calculations for 2014 and the planning period of 2015 and 2016;

- information about the Federal Targeted Investment Programme, including capital construction projects for which federal budgetary allocations for 2014 exceed 1.5 billion roubles;

- information about the forecast plan (programme) of federal property privatisation in 2014 and in the planning period of 2015 and 2016;

- the ceiling of the external sovereign debt as of January 1, 2015 , January 1, 2016 and January 1,  2017 by the type of debt and by the creditor country;

- the ceiling and the draft structure of the internal sovereign debt as of January 1, 2015, January 1, 2016 and January 1, 2017;

- proposals on the minimum wage and the size of student allowances, as well as on the procedure for indexing wages of federal public institutions and the monetary allowances of federal civil servants in 2014 and in the planning period of 2015 and 2016;

- calculations of the potential use of additional oil and gas revenues of the federal budget, the Reserve Fund and the National Wealth Fund, as well as the forecast size of the Reserve Fund and the National Wealth Fund as of the beginning and the end of 2014, 2015 and 2016.

The draft law was considered and approved at a Government meeting on September 19, 2013.
