The following decisions were adopted at the March 7, 2013 Government meeting.

1. To approve the Draft State Programme Energy Efficiency and Energy Sector Development.

2. The Ministry of Energy (Alexander Novak), the Ministry of Economic Development (Andrei Belousov), the Ministry of Finance (Anton Siluanov), and the Ministry of Industry and Trade (Denis Manturov) shall submit proposals to modify the State Programme Energy Efficiency and Energy Sector Development before September 1, 2013. The proposals shall be approved under the established procedure. The following items shall be stipulated:

• Bringing the Programme in conformity with the long-term targeted model of the electricity (power) market;
• Measures to develop the energy sector of Russia’s Far East and the Baikal region;
• Development of heat distribution systems, ways to ensure energy efficiency and priority use of combined electricity and heat-energy generators;
• Additional energy efficiency and energy saving incentives;
• Specification of innovative and technological aspects of the development of industries in the fuel and energy sector;
• Measures to promote and encourage competition in the fuel and energy sector;
• Measures to inform the public and to ensure public control over the implementation of the state programme.
