Agenda: extending the duration and expanding the list of equipment under the mechanism of increased advance payments for the procurement of industrial products, reimbursing regional costs for extinguishing forest fires, and budget allocations for the implementation of the federal project Creating a Comfortable Urban Environment.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues,
Before we move on to the agenda, I will outline the recent decisions. First, regarding the measure aimed at developing production capacities and fulfilling the President's task of strengthening technological sovereignty.
To support key sectors in the face of unprecedented sanctions, the Government has developed a comprehensive package of measures. Among them is an increased advance payment for the state procurement of a broad range of priority industrial products. This enables enterprises to operate without relying on costly borrowing.
Over the past few years, this mechanism has demonstrated its effectiveness and, crucially, its high demand. We will now extend its duration for the current and the next four years, and also double the list of equipment to which it applies.
And it applies, in particular, to factory conveyors, hoists, soldering and welding tools, machines and apparatuses for gas-thermal spraying, laser systems, and automated complexes.
The advance payment for future supplies will be no less than 80 percent of the value of the concluded contracts.
This measure will enhance the financial stability of companies in the machine-tool industry, the lifting and transport equipment sectors, and industrial robotics.
Today, the agenda includes a matter concerning assistance to the regions.
Our country is home to the largest forest areas in the world. This requires a prompt response to acts of nature and prevention of their adverse consequences for residents and enterprises, as well as establishment of effective protection systems, including against fires.
The President has emphasised the critical importance of a timely response to prevent severe consequences and significant harm to people. All fire outbreaks must be extinguished within the first twenty-four hours.
The Government has established a systematic approach to addressing this task. A single digital forest register has been created, containing information on virtually every plot. This enables continuous monitoring of the situation. If necessary, additional personnel and equipment, including aircraft and helicopters, are deployed for reconnaissance and firefighting, as was the case in the spring and summer of this year, when fires were extinguished in remote and hard-to-reach forests across ten regions of the country.
To reimburse the regions for these costs, we will allocate around 4 billion roubles.
It is essential to maintain rigorous monitoring of the situation in our forests to prevent the spread of fire.
Let us now turn to another matter.
The President has particularly emphasised the need to improve the quality of life for people both in large industrial centres and regional capitals, as well as in rural areas. This involves consistently creating modern recreational infrastructure for families and citizens of all generations.
To address these tasks, the Government is implementing a range of measures, including those aimed at creating a comfortable urban environment. For this purpose, a dedicated federal project is underway, which includes landscaping initiatives. I am talking about the annual nationwide voting in which residents themselves determine the public spaces that require renewal. These include parks, children’s playgrounds, sports grounds, and recreational areas. This year, around 60 billion roubles have been allocated for the implementation of all these initiatives.
Today, we will additionally allocate over 600 million roubles to Kuzbass. The funds will go towards improving the embankment of the Bolshaya Kamyshnaya River and the territories adjacent to the museum, theatre, and educational complex in Kemerovo.
We will continue to renew populated areas – taking into account the wishes and needs of residents, to make them modern and confortable for living, and to help unlock the cultural and economic potential of our regions.
