Good afternoon, colleagues,
Yesterday, the Presidential Council for Strategic Development and National Projects held its meeting which discussed the priority issues on the current agenda, including the Plan for Structural Changes in the Economy until 2030. The President issued some instructions that must be fulfilled to the letter and in due time.
Despite the serious external challenges, the Government has managed to preserve a positive economic dynamic and ensure GDP growth. Securing the economic growth will require launching a new investment cycle and providing businesses with more opportunities for investing in industrial production, agriculture, services, and housing construction – the projects focused on the domestic demand, the technological progress across all areas of life, and the platformisation of industries.
In cooperation with the Bank of Russia and business associations, we are to delve into the proposals on calibrating the investment support system.
Concurrently, our task is to reinforce and upgrade infrastructure. The growing economy requires power, good roads and communication networks, as well as sea and river ports, airports, and railways. We must also consider factors pertaining to the ongoing special military operation. The President issued an instruction to develop a programme for the restoration of logistics and storage capacities, to a new technological standard.
Certainly, it is important to use modern technology in the social sphere, to ensure that people can fully benefit from the current changes. There is a task to expand the implementation of electronic reviews for social facilities, within the shortest possible terms. This year already, Russian citizens will get an opportunity to review outpatient clinics, hospitals, kindergartens, schools, fitness and sport facilities, as well as medical and social expertise via the Gosuslugi public services portal. This service is currently available only in 30 constituent entities and must be extended to the rest of Russia.
The President stressed that every minister must have an in-depth knowledge of local problems. It is important to build a portfolio of breakthrough solutions to increase labour productivity in social affairs. It is also important to participate in the development of the National Strategy for Digital Platforms.
Another area concerns regional finances. As proposed by United Russia, a decision has been made to push back the payment deadline for budget loans. A law has been adopted that transfers this year’s payments to 2030. This autumn, the State Duma will submit a bill on payments in 2027–2029. Correspondingly, they will be transferred to 2031–2033. We expect that the new parliament composition will support this initiative, which will allow regions to free up hundreds of billions of roubles and use these resources for economic development, new production facilities, services, and a better quality of life, including the measures outlined in the national projects.
One additional matter. Individual support measures must be devised for certain constituent entities of the Federation. The Head of State instructed that a list of such regions be compiled, that a set of mechanisms be proposed to stabilise their fiscal position, and that financial and economic recovery programmes – designed for a period of up to five years – be adopted jointly with these territories.
The President affirmed that ensuring the sustainability of regional budgets is the direct responsibility of the federal Government and the Ministry of Finance.
Colleagues, I urge you to keep these matters under special oversight.
Today’s agenda includes an issue that concerns every citizen in our country. It pertains to the renewal of medical transport fleets in the constituent entities of the Russian Federation. The President has identified the preservation of the population, the strengthening of public health, the improvement of citizens’ well-being, and the support of families among the development objectives for the coming decade.
The Head of State has particularly emphasised that emergency medical workers should be provided with all necessary conditions, as well as a comprehensive range of modern equipment and technical resources. The Government is conducting this work in a systematic manner, financing the provision of state-of-the-art equipment for diagnostics and treatment, essential medicines, and the construction of advanced medical centres. During working visits across the country, it becomes clearly evident how the modernisation and enhancement of healthcare infrastructure are progressing.
A matter of key importance for the quality of medical care is its timeliness and precision, ensuring that the full complement of measures required by a patient is initiated during transit to the hospital. To this end, we will allocate an additional sum exceeding one billion roubles for the acquisition of ambulances. By the end of this year, nearly two dozen regions will have received approximately 200 Russian-made vehicles.
Through this initiative, we will support the renewal of the ambulance fleet in many constituent entities, which will raise the standard and, most crucially, the timeliness of emergency medical care at the local level.
Turning to support for the new regions. The Government provides such support on a systematic basis. This provision applies equally to the Lugansk People’s Republic and the Kherson Region. Active restoration of infrastructure, including utility infrastructure, is currently underway in those areas.
We will additionally allocate over 4.1 billion roubles to these two constituent entities to support housing and public utilities, including the acquisition of equipment, network repairs, the financing of ongoing operational expenses, and compensation to service providers in the sectors of heating, water supply, and sewerage.
This decision will ensure the stable functioning of local specialised and resource-supplying organisations and will allow for the timely preparation of utility and network facilities for the autumn-winter season, so that residents of these territories can continue to normalise their daily lives, and businesses can develop existing projects and establish new ones.
