Information on the fulfilment of President Putin’s instructions issued after the January 23, 2013 meeting of the Commission to Monitor the Achievement of the Socioeconomic Development Targets

Prime Minister Dmitry Medvedev has issued instructions pursuant to the list of instructions No. PR-240 issued by President Vladimir Putin on February 11, 2013, specifically:

1. On item 1 of the list of the President’s instructions:

1) on subitem 'a', item 1 of the list of the President’s instructions:

The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Justice (Alexander Konovalov) have been instructed to submit in accordance with standard procedure a draft presidential executive order on the formation of a Presidential Council for Housing Policy and Housing Accessibility.

Deadline: February 19, 2013.

2) On subitem 'b', item 1 of the list of the President’s instructions:

The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov) have been instructed to submit proposals on including in the list of criteria for assessing the efficiency of executive bodies’ performance in the constituent entities of the Russian Federation, indicators of the achievement of the targets of the socioeconomic development of the Russian Federation set by the President of the Russian Federation.

Deadline: March 20, 2013.

3) On subitem 'c', item 1 of the list of the President’s instructions:

The Ministry of Education and Science (Dmitry Livanov), the Ministry of Finance (Anton Siluanov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Labour (MaksimTopilin) have been instructed, in implementing the plan of activities to develop leading universities aimed at making them more competitive among leading world research and education centres, which was developed pursuant to the instruction contained in paragraph 10, subitem 'a', item 1 of Presidential Executive Order No. 599 of May 7, 2012 On Measures to Implement State Policy in the Field of Education and Science, to ensure the necessary funding, equal selection criteria for higher professional education institutions of various affiliations and geographical locations, to take into account the links of the bidders with potential all-Russian and regional labour markets as well as detailing the mechanisms for selecting winning bidders, the possibility of their rotation and termination of their status, and organisation of monitoring of the implementation of the overall plan of activities.

Deadlines: July 1, 2013, from 2014: January 15,  July 15.

4) On subitem 'd', item 1 of the list of the President’s instructions:

The Ministry of Education and Science (Dmitry Livanov) and Rosstat (Alexander Surinov) shall approve the procedure for monitoring the education system as well as a list of mandatory information subject  to monitoring, paying special attention to the validity of the principles and assessment criteria with due account of the specificities of the educational programmes being implemented, the demand for graduates, and mandatory discussion of the principles and criteria of assessment with the professional and expert community.

Deadline: July 10, 2013.

5) On subitem 'e', item 1 of the list of the President’s instructions:

The Ministry of Education and Science (Dmitry Livanov) shall ensure permanent monitoring of the activities of higher professional education institutions,  reorganisation of inefficient state higher professional education institutions, paying particular attention to openness and transparency, respect for the rights of the students to complete their studies in other educational institutions in the event of the reorganisation of inefficient state educational institutions.

Deadline: January 15, 2014, thereafter: every year.

6) Under subitem 'f', item 1 of the list of the President’s instructions:

The Ministry of Labour (Maksim Topilin), the Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) shall prepare and submit to the State Duma of the Federal Assembly of the Russian Federation draft federal laws aimed at implementing the Strategy for the Long-Term Development of the Pension System of the Russian Federation, approved by Government Directive No. 2524-r of December 25, 2012, by organising their public and expert discussions, and submit reports on the results of every stage of the drafting of the law.

Deadlines: September 13, 2013,  June 15, 2015, April 14, 2017.

7) On subitem 'g', item 1 of the list of the President’s instructions:

The Ministry of Education and Science (Dmitry Livanov), the Ministry of Economic Development (Andrei Belousov), the Ministry of Healthcare (Veronika Skvortsova), the Ministry of Labour (Maksim Topilin), the Federal Migration Service (Konstantin Romodanovsky) and the Federal Customs Service (Andrei Belyaninov) shall ensure the monitoring of the implementation of the set of measures aimed at training and retraining managerial personnel in the social sphere, technical specialists and engineers, and attracting highly-skilled foreign specialists, which were approved pursuant to the instructions contained in paragraph 4, subitem  'd', item 2 of Presidential Executive Order No. 596 of May 7, 2012 On Long-Term State Economic Policy.

Deadline: December 1, 2013, thereafter: every year.

8) On subitem 'h', item 1 of the list of the President’s instructions:

The Ministry of Economic Development (Andrei Belousov), the Ministry of Telecommunications (Nikolai Nikiforov) and the Ministry of Justice (Alexander Konovalov) shall ensure the analysis of the use of the system of disclosing information on normative legal acts being developed, the results of their public discussion formed pursuant to the instructions contained in subitem 'a', item 2 of Presidential Executive Order No. 601 of May 7, 2012 Priorities for Improving the System of State Administration.

Deadline: June 14, 2013, from 2014: January 15, July 15.

9) On subitem 'i', item 1 of the list of the President’s instructions:

The Federal Migration Service (Konstantin Romodanovsky), the Ministry of Education and Science (Dmitry Livanov), the Ministry of Foreign Affairs (Sergei Lavrov), the Ministry of Labour (Maksim Topilin) and the Ministry of Justice (Alexander  Konovalov) shall monitor the practical implementation of the proposals made pursuant to the instruction contained in clause 19 of the President’s instructions No. Pr-1798 of July 17, 2012 envisaging the introduction of amendments to the legislation of the Russian Federation aimed at simplifying the procedure for issuing permits for temporary residence in the Russian Federation to foreign citizens studying at Russian higher and secondary professional education institutions and issuing indefinite leave to remain and citizenship of the Russian Federation to foreign citizens who have graduated from Russian higher professional education institutions and have acquired a profession (speciality) for which there is demand in the Russian labour market.

Deadline: March 12, 2014, thereafter: every year.

10) On subitem 'j', item 1 of the list of the President’s instructions:

The Ministry of Defence (Sergei Shoigu), Ministry of Internal Affairs (Vladimir Kolokoltsev), Ministry of Emergencies (Vladimir Puchkov) and the Federal Guard Service (Yevgeny Murov) shall:

- monitor the enforcement of the provisions of the Russian laws developed pursuant to the instruction contained in paragraph 2, Clause 1 of  Presidential Executive Order No. 604 of May 7, 2012 On Further Improvement of Military Service in the Russian Federation and envisaging additional preferences for citizens who have completed their compulsory military service in entering higher education institutions as well as preparation for entrance examinations financed out of the corresponding budget of the budget system of the Russian Federation.

- to submit to the Ministry of Education and Science information on the references issued by the commanders of the military units to citizens who have completed their compulsory military service for admission to federal state higher education organisations under BA programmes and specialist programmes financed out of the federal budget as well as to preparatory departments of the said educational organisations.

Deadline: September 1, 2014, thereafter: every year.

The Ministry of Education and Science (Dmitry Livanov) shall submit an annual report on the results of the monitoring of the enforcement of the provisions of the laws of the Russian Federation envisaging additional preferences for citizens who have completed their compulsory military service in entering higher education institutions as well as their preparation for entrance examinations at the expense of the corresponding budget of the budget system of the Russian Federation.

Deadline: September 20, 2014, thereafter: every year;

11) On subitem 'k', item 1 of the list of the President’s Instructions:

The Ministry of Defence (Sergei Shoigu), the Ministry of Finance (Anton Siluanov) and the Ministry of Labour (Maksim Topilin) shall consider the issue of financing measures to increase pay for public sector employees at organisations under the jurisdiction of the Ministry of Defence in accordance with Presidential Executive Order No. 597 of May 7, 2012 On Measures to Implement State Social Policy, and report back.

Deadline: February 21, 2013.

2. On item 2 of the list of the President’s instructions:

The Ministry of Economic Development (Andrei Belousov) and the Ministry of Justice (Alexander Konovalov), in cooperation with the presidential plenipotentiary representatives to the Federal Districts, shall analyse the completeness and timeliness of methodological and legal support of the work aimed at achieving the targets of the socioeconomic development of the Russian Federation set by the President of the Russian Federation and shall take any necessary decisions.

Deadline: March 5, 2013.

3. On item 3 of the list of the President’s instructions:

1) On subitem 'a', item 3 of the list of the President’s instructions:

The Ministry of Labour (Maksim Topilin), the Ministry of Education and Science (Dmitry Livanov), the Ministry of Healthcare (Veronika Skvortsova), the Ministry of Culture (Vladimir Medinsky) and the Ministry of Finance (Anton Siluanov), in cooperation with the executive bodies of the constituent entities of the Russian Federation, shall monitor the implementation of the Programme of the Phased Improvement of the System of Remuneration at State (Municipal) Institutions in 2012-2018, approved pursuant to the instruction contained in subclause 'f', clause 1 of Presidential Executive Order No. 597 of May 7, 2012 On Measures to Implement State Social Policy.

Deadline: July 15, 2013, from 2014: January 15, July 15.

2) On subitem 'b', item 3 of the list of the President’s instructions:

The Ministry of Labour (Maksim Topilin) and the Ministry of Education and Science (Dmitry Livanov), jointly with the federal executive bodies and organisations concerned, shall monitor the implementation of the set of measures aimed at a more effective implementation of measures to assist the employment of disabled people and making more accessible professional education for 2012-2015, developed pursuant to the directive contained in subitem 'c', item 3 of the list of the President’s instructions: the Ministry of Education and Science (Dmitry Livanov), the Ministry of  Culture (Vladimir Medinsky), the Ministry of Sport (Vitaly Mutko), jointly with the executive bodies of the constituent entities of the Russian Federation, shall ensure the monitoring of the implementation of the set of measures aimed at identifying and supporting gifted children and youngsters pursuant to the directive contained in paragraph 7, subclause 'a', clause 1 of Presidential Executive Order No. 599 of May 7, 2012 On Measures to Implement State Policy in the Field of Education and Science.

Deadline: May 15, 2013, thereafter: every year.

4) On subitem 'd', item 3 of the list of the President’s instructions:

The Ministry of Regional Development (Igor Slyunyayev), in collaboration with the federal executive bodies concerned, shall monitor the implementation of the set of measures aimed at improving the work of the state executive bodies of the Russian Federation aimed at preventing ethnic conflicts, developed pursuant to the instruction contained in paragraph 2, subclause 'b', clause 2 of Presidential Executive Order No. 602 of May 7, 2012 On Ensuring Interethnic Harmony.

Deadline: April 30, 2013, from 2014: January 15, July 15.

5) On subitem 'e', item 3 of the list of the President’s instructions:

The Ministry of Education and Science (Dmitry Livanov), the Ministry of Sport (Vitaly Mutko), the Ministry of Culture (Vladimir Medinsky) and the Ministry of Defence (Sergei Shoigu), in cooperation with the federal executive bodies concerned, shall monitor the implementation of the measures aimed at organising the work of military patriotic upbringing of pupils at general education institutions and their physical development pursuant to the instructions under subclause 'd', clause 2 of Presidential Executive Order No. 604 of May 7, 2012 On Further Improvement of Military Service in the Russian Federation.

Deadline: January 15, 2014, thereafter: every year.

4. On item 4 of the list of the President’s instructions:

1) Under paragraph 2, subitem  'a', item 4 of the list of the President’s instructions:

The Ministry of Economic Development (Andrei Belousov), the Ministry of Regional Development (Igor Slyunyayev), the Ministry of Labour (Maksim Topilin) and the Ministry of Telecommunications (Nikolai Nikiforov), in cooperation with the executive bodies of the constituent entities of the Russian Federation, shall, for the purpose of implementing the measures stipulated under sublcause  'i', clause 2 of Presidential Executive Order No. 601 of May 7, 2012 The Main Priorities for Improving the System of State Administration, monitor the assessment by citizens in accordance with established criteria and procedure, including the use of information and telecommunications networks, of the performance of the heads of: territorial federal executive bodies, the structural units thereof, local government bodies, unitary enterprises and institutions at the regional and municipal levels as well as joint stock companies in which the constituent entities of the Russian Federation or municipalities have a controlling stake that provide vital services to the population in the municipal entities.

Deadline: January 9, 2014, thereafter: every year.

2) Under paragraph 3, subitem 'a', item 4 of the list of the President’s instructions:

The Ministry of Economic Development (Andrei Belousov), the Ministry of Regional Development (Igor Slyunyayev) and the Ministry of Labour (Maksim Topilin), in cooperation with the executive bodies of the constituent entities of the Russian Federation, shall, for the purpose of implementing the measures stipulated under subclause 'i', clause 2 of Presidential Executive Order No. 601 of May 7, 2012 On the Main Priorities in Improving the System of State Administration, monitor the use of the results of the assessments referred to above as grounds for decisions on early termination of the duties of the corresponding executives.

Deadline: January 9, 2014, thereafter: every year.

3) Under subitem 'b', item 4 of the list of the President’s instructions:

The Ministry of Economic Development (Andrei Belousov) and the Ministry of Regional Development (Igor Slyunyayev), in cooperation with the Civic Chamber of the Russian Federation, shall study the issue of the mechanisms to ensure public access to information on the work of the federal executive bodies and the executive bodies of the constituent entities of the Russian Federation aimed at achieving the socioeconomic development targets set by the President of the Russian Federation as well as on the participation of non-governmental organisations in that work.

Deadline: March 4, 2013.

5. Under item 5 of the list of the President’s instructions:

The Ministry of Internal Affairs (Vladimir Kolokoltsev) and the Ministry of Justice (Alexander Konovalov), jointly with the presidential commissioner for protecting the rights of entrepreneurs and supported by all-Russian associations of entrepreneurs and the Russian Chamber of Trade and Industry, shall monitor the practice of enforcing the provisions of federal legislation that preclude the resolution of economic disputes through criminal prosecution, which are to be introduced into the legislation in accordance with paragraph 9, subclause 'd', clause 2 of  Presidential Executive Order No. 596 of May 7, 2012 On Long-Term State Economic Policy.

Deadline: November 10, 2013, thereafter: every year.

6. Under subitem 'a', item 6 of the list of the President’s instructions:

The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), the Ministry of Labour (Maksim Topilin) and the Ministry of Finance (Anton Siluanov), jointly with the executive bodies of the constituent entities of the Russian Federation and with the participation of the Federal Housing Construction Fund and the open joint stock company House Mortgage Crediting Agency, shall, in implementing the set of measures to improve the housing conditions of families with three and more children, to be developed under paragraph 3, subclause 'a', clause 2 of the Presidential Executive Order No. 600 of May 7, 2012 On Measures to Provide Citizens of the Russian Federation with Affordable and Comfortable Housing and to Improve the Quality of Housing and Utilities Services, ensure the use of the criterion of the need for improving housing conditions and the possible use by the constituent entities of the Russian Federation of forms of improving the housing conditions of families with three and more children alternative to the granting of plots of land (including the granting of housing under social lease contracts and the use of preferential mortgage lending) with their consent and in accordance with the principles of transparency and fairness; and take measures to introduce the necessary amendments to the relevant legislation.

Deadline: June 18, 2013.

The results of the fulfillment of the instructions shall be reported within the stated deadlines to the Government with attachment of the draft reports to the Russian President and, where necessary, draft normative legal acts.
