The Presidium meeting on the development of information technology and efficient public administration took place on July 31, 2013. The following decisions were made:
1. To take into consideration the report by Minister of Mass Media and Communications Nikolai Nikiforov
2. For the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Ministry of Finance (Anton Siluanov) and the involved federal executive bodies: to submit proposals to the Government on the accounting of public services, including services provided online.

3. For the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Mass Media and Communications (Nikolai Nikiforov): to submit proposals to the Government on the provision of public and municipal services regardless of the location or temporary residence of the applicant.

4. For the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Mass Media and Communications (Nikolai Nikiforov): to submit proposals to the Government on the provision of public and municipal services via one-stop shops, including via multi-purpose centres and offices of the Russian Post, with a gradual reduction of face-to-face interaction between applicants and public officials when the services are provided by the federal executive bodies.

For the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Finance (Anton Siluanov), the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Federal Antimonopoly Service (Igor Artemyev) and the Bank of Russia: to submit proposals to the Government on changes to the Russian legislation required to improve the regulation concerning commission fees charged by financial lending organisations of payments for public and municipal services, fines and other fees, including the rule to establish a minimum transaction fee.

6. For the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Ministry of Economic Development (Alexei Ulyukayev) and the Ministry of Finance (Anton Siluanov): to submit proposals to the Government on the issuance and use of electronic signatures on digital media, including SIM cards and bank cards.

7. For the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Ministry of Economic Development (Alexei Ulyukayev), and the City Government: to submit to the Government a draft regulation that simplifies the use of electronic signatures and identification during the provision of state, municipal services and services of social importance, as well as simplified registration for users of the state services portal via their mobile phone numbers.

8. For the Ministry of Defence (Sergei Shoigu), the Ministry of Economic Development (Alexei Ulyukayev), the Ministry of Foreign Affairs (Sergei Lavrov), the Federal Security Service (Alexander Bortnikov), the Federal Service for State Registration, Cadastre and Cartography (Natalia Antipina), the Federal Space Agency (Vladimir Popovkin) and the City Government: to draft and submit to the Government a regulation that reduces restrictions on the use of geospatial information (high resolution space photography, aerophotography, orthophotography and their derivatives of resolution of 0.5 m and larger), including lifting secrecy and the opportunity for the open publication of geospatial data in a resolution not larger than the resolution used by public online sources.

9. Recommendation for the Bank of Russia, the Ministry of Finance (Anton Siluanov), and the Treasury (Roman Artyukhin): to ensure that financial lending organisations operating under a licence from the Bank of Russia are connected to the State Information System of State and Municipal Payments, which may require supervision.

10. For the Ministry of the Interior (Vladimir Kolokoltsev), the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Ministry of Industry and Trade (Denis Manturov), and the Ministry of Finance (Anton Siluanov): to draft proposals on the mandatory embedding of radio-frequency identification (RFID) microchips in car number plates.

11. For the Ministry of Mass Media and Communications (Nikolai Nikiforov) and the Ministry of Labour (Maksim Topilin): to submit proposals on the development of the Federal Portal of Managerial Human Resources federal database, to be used for further development of a single information system to manage the human resources in public offices.

12. The Federal Migration Service (Konstantin Romodanovsky), the Ministry of Mass Media and Communications (Nikolai Nikiforov) and the related federal executive bodies: to submit a report to the Government on the preparations for introducing digital IDs that would include optional designs, suggested procedure for issuance and use.

13. For the Ministry of Mass Media and Communications (Nikolai Nikiforov), the Ministry of Finance (Anton Siluanov), the Ministry of Economic Development (Alexei Ulyukayev) and the involved federal executive bodies and organisations: to conduct an analysis of information support of federal executive bodies, including the existing information systems, development and operational costs; based on the analysis, to submit proposals on the implementation of government information systems within a single telecommunications and computational infrastructure (“government cloud”).

14. For the Ministry of Mass Media and Communications (Nikolai Nikiforov) and the Russian Post: to submit a report on the development prospects of the Russian Post and the Russian mail service to the Government.

15. For the Ministry of Communications and Mass Media (Nikolai Nikiforov) and the Economic Development Ministry (Alexei Ulyukayev): to submit proposals to the Government on a nationwide training initiative for the online use of state and municipal services.

16. For the Ministry of Mass Media and Communications (Nikolai Nikiforov) and the Ministry of Healthcare (Veronika Skvortsova): to submit proposals to the Government on including distance advanced technology medical aid and medical advice in the state services portal.
