On implementing Presidential Instruction No. PR-539 of February 17, 2013 (Clause 2, Subclause C)

The Government has reported on the work on implementing Presidential Instruction No. PR-539 of February 17, 2013 (Clause 2, Subclause C) on elaborating a programme for developing perinatal centres.

The government reports, in particular, that the developed programme provides for:

- building 34 regional perinatal centres between 2013 and 2016 in 32 selected regions which are in dire need of these centres; 

- building eight perinatal centres beginning 2013 in regions possessing the approved project documentation;

- developing standard projects based on adapting the projects of earlier built perinatal centres and erecting them in 15 regions;

- developing standard projects based on module construction of perinatal centres and their construction in 11 regions.

To coordinate the construction of a large number of facilities, to create a uniform approach to their projects, construction and equipping, including developing projects for repeated use, and to improve the efficient use of budget funds, the Russian Technologies State Corporation will be granted the functions of the ordering client of the construction of the perinatal centres.

It is proposed to allocate 84.9 billion roubles for building 34 perinatal centres, including:

- from the budget of the Federal Fund of Mandatory Medical Insurance, 65.6 billion roubles (77.3%), including 46.6 billion roubles in 2013 (these funds are included in the Federal Fund of Mandatory Medical Insurance budget for 2013) and 19 billion roubles in 2014-2016;

- from regional budgets, in 2014–2016, 19.3 billion roubles or 22,7% (6.5 billion roubles in 2014 and 2015 each, and 6.4 billion roubles in 2016).

The conditions and procedure of co-funding the programme by regions will be included in the agreements between the Ministry of Healthcare, regional executive bodies and Russian Technologies.
