Instructions following a meeting hosted by the Prime Minister on drafting and implementing roadmaps of the National Entrepreneurial Initiative to Improve the Investment Climate in Russia

The meeting was held on June 11, 2013. Based on its results, Dmitry Medvedev has issued the following instructions:

I. With regard to implementing the roadmaps drafted as part of the National Entrepreneurial Initiative to Improve the Investment Climate in the Russian Federation and proposals on improving the procedure for their drafting and monitoring

1. Deputy Prime Minister and Head of the Government Executive Office (Sergei Prikhodko) shall intensify oversight over the implementation of the roadmaps drafted as part of the National Entrepreneurial Initiative to Improve the Investment Climate in Russia.

Deadline: prior to July 15, 2013.

2. The Ministry of Economic Development (Andrei Belousov), jointly with the federal executive agencies concerned, shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft act of the Government of the Russian Federation designating federal executive agencies responsible for achieving target indicators envisaged by the roadmaps, including for coordinating the activities of the federal executive agencies, which are executive managers and co-managers of undertakings under the roadmaps.

Deadline: prior to July 15, 2013.

3. The Ministry of Economic Development (Andrei Belousov) jointly with the Strategic Initiatives Agency (Andrei Nikitin) shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft act of the Government of the Russian Federation regulating the procedure for working out roadmaps and introducing amendments to them.

Deadline: prior to July 15, 2013.

4. The Ministry of Economic Development (Andrei Belousov) jointly with the Strategic Initiatives Agency (Andrei Nikitin) shall estimate the effects of the implementation of the roadmaps on the basis of polls conducted in the entrepreneurial community and shall submit a report to the Government of the Russian Federation in accordance with the existing procedure.

Deadline: first report – September 15, 2013; subsequent reports – once every six months.

II. With regard to implementing the roadmap, Improving Access to Energy Infrastructure

1. The Ministry of Economic Development (Andrei Belousov) shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft act of the Government of the Russian Federation on approving the new wording of the roadmap, Improving Access to Energy Infrastructure.

Deadline: prior to July 1, 2013.

2. The Ministry of Regional Development (Igor Slyunyayev), the Ministry of Economic Development (Andrei Belousov), the Ministry of Energy (Alexander Novak), with the participation of the Strategic Initiatives Agency (Andrei Nikitin), shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft federal law on:

- reducing the timeframes for assigning plots of land (approving plot selection acts) for the construction of power supply infrastructure facilities to 20 days;

- specifying types of authorised use of plots of land for the construction of power supply infrastructure facilities;

- simplifying requirements and coordination timeframes pertaining to engineering surveys for the construction of power supply infrastructure facilities;

- reducing the timeframe for registering the rights to power supply infrastructure facilities to 30 days;

- simplifying the procedure and reducing the timeframe of cadastral registration of plots of land for the construction of 0.4 – 10 kW overhead power transmission lines to 15 days.

Deadline: prior to November 1, 2013.

3. The Federal Tariff Service (Sergei Novikov), the Ministry of Economic Development (Andrei Belousov), the Ministry of Energy (Alexander Novak), the Federal Antimonopoly Service (Igor Artemyev), and the Ministry of Regional Development (Igor Slyunyayev) shall submit to the Government of the Russian Federation proposals on a procedure for compensating grid operators for shortfalls in income linked to technological connection of consumers.

Deadline: prior to August 2, 2013.

4. The Ministry of Energy (Alexander Novak) and the Ministry of Economic Development (Andrei Belousov) shall ensure that work contracts are amended with efficiency factors for heads of Far Eastern Grid Company and Russian Grids, as well as with regard to work contracts of heads of their subsidiaries, dependencies and branches, in keeping with indicators in the roadmap, Improving Access to Energy Infrastructure.

Deadline: prior to August 2, 2013

5. The recommendation should be made to the heads of the regions of the Russian Federation that they simplify procedures for obtaining permits for construction and connection to electric grids, and the results must be reported to the Government of the Russian Federation in accordance with the existing procedure.

Deadline: prior to December 1, 2013.

 III. With regard to implementing the roadmap, Improving the Business Climate in the Construction Industry

1. The Ministry of Economic Development (Andrei Belousov) shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft act of the Government of the Russian Federation on approving the new wording of the roadmap, Improving the Business Climate in the Construction Industry.

Deadline: prior to June 25, 2013.

2. The Ministry of Economic Development (Andrei Belousov), the Ministry of Regional Development (Igor Slyunyayev), and the Federal Antimonopoly Service (Igor Artemyev) shall submit to the Government of the Russian Federation proposals on the expediency of introducing an additional efficiency indicator characterising investment activities in the construction industry in a relevant regions of the Russian Federation (the scale of land allocation via housing construction tenders) for senior officials (heads of higher-level executive agencies) of regions of the Russian Federation.

Deadline: prior to March 1, 2014.

IV. With regard to implementing the roadmap, Improving Customs Administration

1. The Ministry of Economic Development (Andrei Belousov) shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft act of the Government of the Russian Federation on approving a new wording of the roadmap, Improving Customs Administration.

Deadline: prior to June 25, 2013.

2. The Federal Customs Service (Andrei Belyaninov) and the Ministry of Economic Development (Andrei Belousov), with the participation of the Strategic Initiatives Agency (Andrei Nikitin) and federal executive agencies concerned, shall develop an automated monitoring system to oversee numerical efficiency indicators with regard to undertakings carried out under the roadmap, Improving Customs Administration.

Deadline: prior to December 1, 2013.

3. First Deputy Prime Minister Igor Shuvalov shall hold a meeting within three days to settle differences between the Ministry of Economic Development and the Federal Customs Service over amendments to draft Federal Law No. 130555-6 On Introducing Amendments to the Federal Law On Customs Regulation in the Russian Federation with regard to banning organisations, of which organisations subordinate to the Federal Customs Service are participants (members), not only directly but also indirectly via third parties, from carrying out activities in the area of customs affairs, and to preventing organisations subordinate to the Federal Customs Service from carrying out activities as an authorised economic operator.

4. The Ministry of Economic Development (Andrei Belousov) and the Federal Customs Service (Andrei Belyaninov) shall prepare, for consideration at a meeting of the Interstate Council of the Eurasian Economic Community, proposals on organising the participation of representatives of the entrepreneurial community of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, in a discussion of amendments to the Customs Code of the Customs Union on the site of the Eurasian Economic Commission.

Deadline: prior to September 15, 2013.

V. With regard to implementing the roadmap, Supporting Exports and Access to Foreign Markets

1. The Ministry of Finance (Anton Siluanov), the Federal Customs Service (Andrei Belyaninov) and the Federal Service for Financial Monitoring (Yury Chikhanchin), with the participation of the Bank of Russia (Sergei Ignatyev) and the Strategic Initiatives Agency (Andrei Nikitin):

- shall study the possibility of removing the restraining influence of currency regulation on exports of non-primary goods and services and submit proposals to the Government of the Russian Federation in accordance with the existing procedure;

- shall submit to the Government of the Russian Federation, in accordance with the existing procedure, a draft federal law aimed at enabling Russian exporters to access open international factoring.

 Deadline: prior to October 1, 2013.

2. The Ministry of Industry and Trade (Denis Manturov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov) shall submit to the Government of the Russian Federation proposals on introducing amendments to Resolution No. 1302 of the Government of the Russian Federation dated December 13, 2012, with the aim of increasing efficiency of Vneshekonombank's crediting of buyers of Russian high technology products.

Deadline: prior to July 1, 2013.
