The draft federal law On Ratifying the Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on the Temporary Employment of Citizens of the Russian Federation in the Socialist Republic of Vietnam and Citizens of the Socialist Republic of Vietnam in the Russian Federation has been prepared by the Ministry of Foreign Affairs and the Federal Migration Service in accordance with Article 16 of the federal law On International Agreements of the Russian Federation.  

The agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on the Temporary Employment of Citizens of the Russian Federation in the Socialist Republic of Vietnam and Citizen of the Socialist Republic of Vietnam in the Russian Federation was signed on October 27, 2008 in Moscow.

The agreement was designed to effectively regulate labour migration flows and bring their volumes, directions and composition into compliance with the interests of the social and economic development of the two countries.

The agreement regulates the issues of pay and working conditions for foreign employees on the territory of the receiving State and taxation of their income, and frames the rules of the export and import of property and tools needed for the temporary employment of foreign employees to and from the territory of the receiving State.

The ratification will:

improve the efficiency of cooperation between the two countries in the field of labour migration;

encourage skilled Vietnamese specialists to immigrate to the Russian Federation.

The draft law will be considered at a Government meeting.
