Instructions resulting from a meeting on the development of the chemical and petrochemical sector

The meeting took place on July 3, 2013 in Blagoveshchensk. Following the meeting, Dmitry Medvedev issued the following instructions:

1. The Ministry of Industry and Trade (Denis Manturov) and the Ministry of Energy (Alexander Novak) are to draft, in cooperation with  the federal executive authorities and organisations concerned, a strategy for the development of the chemical and petrochemical sector up to 2030, taking into account other documents on raw material supplies that have been adopted, the existing Gas and Petrochemical Development Plan up to 2030 and the need to find a substitute for the import of high value-added products.

 

The results are to be reported to the Government.

Deadline: December 10, 2013.

2. The Ministry of Energy (Alexander Novak), the Ministry of Industry and Trade (Denis Manturov) and the regional executive authorities in the Volga Federal District are to examine, in cooperation with the organisations concerned, the availability of raw materials for enterprises of the chemical and petrochemical sector in the Volga Federal District and make a forecast for their supplies up to 2020.

The results are to be reported to the Government.

Deadline: August 20, 2013.

3. The Ministry of Energy (Alexander Novak) is to consider, in cooperation with the federal and regional authorities and organisations concerned, the construction of a pipeline to transport light hydrocarbons from Western Siberia to the Volga Federal District at a meeting of the Government Commission on the Fuel and Energy Complex, the Replacement of Mineral Resources and Improving the Energy Efficiency of the Economy.

Deadline: December 10, 2013.

4. The Ministry of Industry and Trade (Denis Manturov) is to look into how to create the conditions for expanding production and increasing purchases of environmentally-friendly (green) products of the chemical and petrochemical sector.

 

The results are to be reported to the Government.

Deadline: September 17, 2013.

5. The Ministry of Natural Resources and Environment (Sergei Donskoi) and the Ministry of Industry and Trade (Denis Manturov) are to develop proposals for separate waste collection to recycle polymer products.

The results are to be reported to the Government.

Deadline: November 20, 2013.

6. The Ministry of Transport (Maxim Sokolov) and the Ministry of Regional Development (IgorSlyunayev) are to consider introducing mandatory requirements to increase the use of advanced materials (produced by Russia’s petrochemical industry) in road construction and the building industry.

The results are to be reported to the Government.

Deadline: November 27, 2013.
